Emergency Resolution 03-1515 - Confirmation of Declaration of a State of Emergency <br /> <br />V. Budget Amendment - Establishing a Special General Fund Contingency Reserve to <br />Cover Federal Emergency Management Agency Reimbursement Costs <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner AI Clark to amend the Agenda as <br />submitted by the Administration. The motion was seconded by <br />Commissioner Susan Doerner and carried unanimously by voice vote. <br /> <br />II. Update Status Report - City Response Hnrricane Charlev <br /> <br />The City Manager is designated by City Code as the Emergency Management Director for the City. The <br />City Manager delegated Deputy Fire Chief Don Harkins to coordinate the emergency plan for the City. <br /> <br />Deputy Chief Harkins reviewed the City's Emergency Management Plan and gave a detailed disaster <br />response by the City to Hurricane "Charley". The power point presentation highlighted the following: <br /> <br />· Emergency Management Plan <br />· Event Notification <br />· Hurricane Tracking/Advisories/Notice <br />Event Preparation <br />Emergency Operation Center <br />· Emergency Response <br />· Disaster Recovery - Damage Assessment <br />· Incident Action Plans <br /> <br />A complete copy of Deputy Chief Harkins' report is attached to and made a part of these minutes. <br /> <br />Police Chief John Pavlis' report addressed the following: <br /> <br />· <br /> <br />Setting up of the EOC, equipping/shuttering the building, etc. <br />Two police lieutenants stationed at the County EOC <br />Increased all staffing throughout the Police Department <br />Effectiveness of the take home car program during the storm <br />10:00 P.M. to 6:00 A.M. curfew established by the City Manager <br />Reported on Incident calls during the storm, assists, domestic calls, property damage, <br />traffic crashes and robberies (1) parking lot at Target and guns taken from Shoot Straight <br />Safety and Security of citizens at Gas Stations re shortage of gasoline <br /> <br />· <br /> <br />· <br />
