CIVIL SERVICE BOARD APPOINTMENTIRATIFICATION <br /> <br />Staff Presentation: The City Manager requested ratification of his appointment of Nancy Peters to the Civil <br />Service Board to fill the vacancy that currently existed. <br /> <br />MOTION: <br /> <br />Vice Mayor Clark moved to ratify the appointment of <br />Nancy Peters to the Civil Service Board, term effective <br />to January 2006. Motion was seconded by <br />Commissioner Hart. Motion carried unanimously by <br />voice vote. <br /> <br />6. DISCUSSION ON FOREST BROOK PARK CONSTRUCTION <br />PROJECT/GRANT <br /> <br />Staff Presentation: Mr. Fortini gave a brief overview regarding Forest Brook Park as outlined in his June <br />22,2004 inter-office memorandum to Mr. Clifton. Mr. Fortini noted the deadline for the Florida Recreation <br />Development Assistance Program (FRDAP) grant was February 29, 2005 and requires that the City construct <br />a basketball court, parking, sidewalks, a walking trail, playground and picnic facilities by that time. It was <br />further noted that the $112,500 grant funding cannot be transferred to any other project. Mr. Fortini <br />requested direction from the City Commission regarding development of Forest Brook Park. <br /> <br />Commission Discussion: Discussion ensued regarding current park usage and park planning. Commission <br />consensus was to have the Parks & Recreation Department conduct a park usage survey so that park planning <br />can be adjusted accordingly in the future. Commission consensus was to move forward with the development <br />of Forest Brook Park utilizing the FRDAP grant. Commissioner Doerner was opposed to development of <br />Forest Brook Park at this time, and was supportive of returning the grant monies in order to apply for another <br />grant to enhance trails and other features of Secret Lake Park which she felt would serve more citizens. <br /> <br />MOTION: <br /> <br />Vice Mayor Clark moved to direct staff to proceed <br />with development of Forest Brook Park utilizing the <br />associated FRDAP grant. Motion was seconded by <br />Commissioner Hart. Motion carried 4 - 1 <br />(Commissioner Doerner dissenting) by roll call vote. <br /> <br />Roll Call Vote of the City Commission: <br /> <br />Commissioner Doerner - No; Commissioner Cook - Yes; Commissioner Hart - Yes; Vice Mayor <br />Clark - Yes; Mayor Pronovost - Yes.
