City Commission Meeting <br />July 14, 2003 <br />Page 9 <br /> <br />Commission Input: <br /> <br />Mayor Bruce Pronovost stated that the Commission had the options of to accept Ordinance 03-1090, <br />reject or table. If accepted, the ordinance would go to a public hearing at a subsequent meeting. <br /> <br />Commissioner Linda Hart stated that she would be voting in opposition to Ordinance 03-1090 and also <br />Ordinance 03-1091. She stated that she had been elected, along with the other Commissioners, to make <br />decisions and she would be voting against having a non-binding referendum. <br /> <br />Commissioner Susan Doeruer stated that she was also opposed to Ordinance 03-1090 and Ordinance 03- <br />1091. The settlement agreement from Progress Energy seemed to be a contract worth dealing with and <br />she was not in favor of a referendum. The Commission needs to move forward with negotiations in the <br />process. <br /> <br />Commissioner Al Clark stated that owning the electric distribution system was a once in a lifetime <br />opportunity. He favored the referendum stating that the fair thing to do would be let the citizens have an <br />opportunity for input. He favored the purchase of the electrical system stating that the thirty year <br />decision made by the Commission should be in the best interest of the City and its citizens and the best <br />interest is to purchase the electrical asset. <br /> <br />Commissioner Kathy Cook stated that the timing of a referendum was not correct, the time for a <br />referendum was six months ago. She stated that she would be voting in opposition to a non-binding <br />referendum. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Al Clark that Ordinance 03-1090, Referendum <br />Election and Ballot Language Concerning Electric Franchise Issue, be <br />approved changing the language to the earliest possible election date. The <br />motion was seconded by Commissioner Linda Hart for discussion <br />purposes. <br /> <br />Discussion: <br /> <br />Commissioner Kathy Cook said if the ordinances passes, she wanted to <br />make the referendum binding and include the dollar amount of the <br />purchase; also change the date of the election to September 9, 2003. <br /> <br />Motion failed on a 4 - 1 roll call vote as follows: <br /> <br />Commissioner Doerner - No; Commissioner Cook - No; <br />Commissioner Hart - No; Commissioner Clark - Yes; <br />Mayor Pronovost - No <br /> <br />A verbatim transcript of Item #2 is available in the City Clerk's Office for review. <br /> <br /> <br />
