First Reading of Ordinance 03-1091 <br />Referendum Election and Ballot Language Concerning Electric Franchise Issue <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Al Clark that Ordinance 03-1091, <br />Referendum Election and Ballot Language Concerning Electric Franchise <br />Issue, be read by title only. The motion was seconded by Commissioner <br />Susan Doerner and carried unanimously by voice vote. <br /> <br />The City Clerk read Ordinance 03-1091 by title as follows: <br /> <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, PROVIDING <br />FOR A REFERENDUM ELECTION AND BALLOT LANGUAGE INCLUDING A <br />NON-BINDING REFERENDUM RELATING TO THE POTENTIAL <br />ACQUISITION OF THE ELECTRIC DISTRIBUTION SYSTEM OWNED BY <br />PROGRESS ENERGY FLORIDA, INC. WITHIN THE CORPORATE LIMITS <br />OF THE CITY OF CASSELBERRY; PROVIDING FOR THE CONDUCT OF <br />THE ELECTION; PROVIDING FOR CITY CLERK RESPONSIBILITIES AND <br />COORDINATION WITH THE SEMINOLE COUNTY SUPERVISOR OF <br />ELECTIONS; PROVIDING FOR NOTICE AND THE MAYOR'S <br />PROCLAMATION OF THE NOVEMBER 4, 2003 ELECTION; PROVIDING <br />FOR SEVERABILITY, PROVIDING FOR REPEAL OF PRIOR INCONSISTENT <br />ORDINANCES; AND PROVIDING FOR AN EFFECTIVE DATE. <br /> <br />Audience Input: <br /> <br />1. Richard S1oan, 2831ChappelWoodCourt, Oviedo, Florida , applauded the Commission's actions <br />regarding Ordinance 03-1090. <br /> <br />2. Bill Railey, 1078 Hinley Downs, Lake Ma~, Florida, Regional Vice President for Progress Energy <br />and Officer of Progress Energy Florida, stated that also applauded the Commission for their previous <br />action and looked forward to resolving the issue in a couple of weeks and moving forward with a <br />partnership with Casselberry. <br /> <br />3. Ruby Roush, 1148 Gallahad Drive, Casselberry, Florida, stated that she was satisfied with the <br />direction of the Commission at the moment. <br /> <br />4. JohnCasselberry, 700 South Lost Lake, Casselberry, Florida, stated that Ordinance 03-1091 should <br />include language to state that it does not repeal or modify the previous power company franchise. <br /> <br />5. Phyllis Sheppard, 580 South Triplet Lake Drive, Casselberry, Florida, requested Mayor Pronovost <br />make available figures previously presented regarding profits that would be gained by acquisition of the <br />electrical system. <br /> <br /> <br />
