She said it was time for the Commission to <br />sign the contract with Progress Energy. <br /> <br />11. YvonneChabot-Alger, 221HillStreet, Casselberry, Florida, stated that she was opposed to the non- <br />binding referendum. She also suggested that the Commission be more proactive with education in <br />letting the citizens know what their intentions are regarding the purchase of the electric system. <br /> <br />12. Richard Thiebauth, 18 Apple Hill Hollow, Casselberry, Florida, said he had faith in the elected <br />representation in Casselberry and believed they would make a decision that was in the best interest of the <br />citizens of Casselberry in the long run. <br /> <br />13. Bill Railey, 1078 Hinley Downs, Lake Mary, Florida, Regional Vice President for Progress Energy <br />and Officer of Progress Energy Florida. He stated that the City and Progress Energy have negotiated <br />hard and a non-binding referendum at this point would slide the process backwards and not be in the best <br />interest of the citizens of Casselberry. He urged cooperation to work out any last minute problems and <br />move forward with with a franchise and a settlement agreement. <br /> <br />14. Robert Roth, 33 Apple Hill Hollow, Casselberry, Florida, spoke in opposition to the non-binding <br />referendum. He said it was time for the Commission to adhere to the wishes of the citizens of <br />Casselberry. <br /> <br />15. Howard Phillips, 391Tulip Trail, Casselberry, Florida, stated he was opposed to a non-binding <br />referendum and that the decisions made with reference to the electric should be made by the <br />Commission; the Commission was elected to make the tough decisions. <br /> <br />16. Jottn Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, stated the Commission should <br />have the choice to bring the electric issue to the people on a straw vote. He also favored a feasibility <br />study to help the City in making a decision regarding purchase of the electric system. <br /> <br />17. Phyllis Sheppard, 580 South Triplet Lake Drive, Casselberry, Florida, spoke in favor of the City <br />purchasing the electrical system, other cities have been successful in running electrical systems and <br />Casselberry should be progressive; City has been very successful in running the water and sewer utilities. <br />She stated that the City and its citizens should be reimbursed all monies expended on legal fees because <br />of Progress Energy. <br /> <br />18. Rae Witherill, 1963 Kewannee Trail, Casselberry, Florida, stated that the decision to purchase the <br />electrical system should be the decision of the Commission. <br /> <br />19. PaulSpung, 1001ParkAvenue, Casselberry, Florida, stated that he has had problems with Progress <br />Energy in the past and could not support going blindly with people who want electric from a corporate <br />bully, but he would support a good settlement that was fair and honest. He asked the Commission to try <br />and keep the citizens more informed on the issue. <br /> <br /> <br />
