<br />1. Richard Sloan, 2831 Chappel Wood Court, Oviedo, Florida, spoke on behalf of Progress Energy and
<br />urged the Commission to exercise the courage of their responsibilities in considering Progress Energy
<br />proposal.
<br />
<br />2. Robert Fritz, 803 Wilshire Court, Casselberry, Florida, spoke in favor of a binding referendum and
<br />opposition to a non-binding referendum. A binding referendum gives the citizens a chance to be heard;
<br />a non-binding referendum does not compel the Commission to follow the wishes of the citizens and
<br />would only cost taxpayers money.

<br />3. Steve Slain, 418 Popular Court, Casselberry, Florida, spoke in favor of Progress Energy. He said the
<br />Commission should keep the citizens welfare in mind and make a decision that would be equitable for all
<br />parties.

<br />4. RubyRoush, l148GallahadDrive, Casselberry, Florida, stated that Progress Energy had agreed to all
<br />issues and concerns expressed by the City and it was time for the Commission to make a decision and
<br />allow Progress Energy to continue the electrical service to the citizens of Casselberry.
<br />
<br />5. Andrea Dennison, 211 Triplet Lake Drive, Casselberry, Florida, spoke in opposition to a government
<br />owned electrical system and as Chairman of the the Political Action Committee, Citizens Against
<br />Government Electric, she asked the Commission to sign the agreement with Progress Energy and be
<br />responsive to what the voters of Casselberry want.

<br />6. Joe Knorr, 818 Wil O'Wik Drive, Casselberry, Florida, spoke in opposition to a government owned
<br />electrical system. He said as a member of the Taxpayers Against Government Electric, he found that the
<br />majority of the residents in Casselberry did not want to get into the electric business. He also spoke
<br />against the referendum, stating at this point it would be divisive and counterproductive to the City.

<br />7. TinaCauldron, 3206 Loop, Longwood, Florida, stated that as the Executive Director ofthe
<br />Foundation for Seminole County Public Schools, Progress Energy has been a wonderful corporate citizen
<br />by supplying funding for many projects for the education community. She asked the Commission to look
<br />beyond the electric issue and consider the many wonderful things that Progress Energy does in the
<br />community.

<br />8. Kenneth Booher, 340 Micopany Court, Casselberry, Florida, stated that as an employee of Progress
<br />Energy, they were completely dedicated to community service and excellent customer relations. He
<br />urged the Commission to accept the proposal from Progress Energy.

<br />9. Mary Lou Miller, 191 Northmoor Road, Casselberry, Florida, stated she was against a referendum
<br />and and asked the Commission to support the proposal from Progress Energy.

<br />10. AnnCooper, 18 Lotus Lake Drive, Casselberry, Florida, stated she was opposed to government
<br />
