A non-binding referendum would most likely accomplish what
special interest groups want and would not encourage the people to vote. I believe we should
have a binding referendum to advise the people. This referendum should be published in the
local papers, TV and on the intemet and wherever. As to the time, a number of times to advise
the citizens that this is a real issue we have here in Casselberry and it needs to be addressed. The
referendum should be in a format for everyone to follow and presented as such by the vendors
interested in doing business with Casselberry such as Florida Power, Progress Energy, Orlando
Utilities and anybody else who wants to do business with the City of Casselberry. The Council
should also put their agenda forward in comparison. Like a; the comparison should be what the
services are, timeliness is a consideration, stranded costs, preparedness for an emergency,
whether weather or manmade, such as somebody running into a power pole and knocking out
half the, the power in a given area, and also the final costs as if who wants to buy the power
company and what's that going to cost the citizens of Casselberry to buy that power company.
You know, in, in talking with many of my friends and neighbors, I found out there are many who
really don't know what's really going on here, including myself till I started attending a number
of meetings and asking a lot of questions. Some of you will remember my emails.

AUDIENCE: ...(LAUGHTER) ....

ROBERT FRITZ: I'm sure you didn't like them maybe, but that's beside the point. I think this
is where the Council has been a little remiss in not telling everybody in Casselberry what's going
on. And I understand that it costs money to make publications but this issue is so great that I

think that more time should be in educating the public as to what's going on from all aspects then
it has been in the past. Without the educational process, we're not really accomplishing anything
because only those in the know will be able to make some kind of an informed opinion. There's,
and as I indicated the cost of ownership; somebody's got to pay for it. If the City of Casselberry
decides to buy it for this twenty-two million dollar plus figure, somebody's gonna pay for that,
