Maybe some of these chairs could be
made available for some of the people sitting, or standing in the back.

BRUCE PRONOVOST: Yeah. I think there are some seats available if anybody wanted a seat
here in the front row...

SUSAN DOERNER: It may be a long meeting.

BRUCE PRONOVOST: ...Or on the side. Mr. Fritz, go ahead and continue.

ROBERT FRITZ: I'd like to, ladies and gentlemen, I'd like to preface my remarks that I've
been a resident of the City of Casselberry for thirty-one years and have seen many changes in
Casselberry. And in all the time that I've been here, Florida Progress has been here or Progress
Energy. Excuse me. I'm like the other gentleman. Made the same mistake. Is that I've never
had any problems with the company and they've seemed to have been able to manage things
adequately for me. But I do really want to address the idea of the referendum tonight. I'm not, I
do not believe that a non-binding referendum as has been suggested is the appropriate way to
handle what has appears to be a stalemate between suppliers and the City of Casselberry. I feel a
binding referendum is the way to proceed if we are going to have a referendum at all and my
reasons are as follows: A non-binding referendum does not compel the City Council to follow the
wishes of the citizens whatever they may be. A binding referendum gives the people a chance to
give their opinion and have it heard. You'd never know that their opinion might have changed
since the last time they elected or we had an election here in Casselberry. A non-binding
referendum would not accomplish anything except cost us money, as the City Council would still
be able to do what they feel is right for the people, as if the people can't decide for themselves.
A non-binding referendum would most likely shunned by most of the people as have been in the
