City Commission
Special Workshop Presentations
Investor Owned Electrical Providers
Page 22

the city's decisions early on were based on our actions. We feel that some of the city's decisions
made after that point were based on other people's actions and other people's influence. So I
think it is important to realize that we bear certain responsibility for some of the things that have
gone on but we also recognize that other people have different interests, that they would love to
see the City and Florida Power go different directions. I think it is important for you as
commissioners to understand that and as you evaluate any kind of decision is that you look at the
intent and the risk and the guarantees and the ability of anybody making those guarantees to stand
behind those guarantees. Again, as a Fortune 250 company, we have the resources to stand
behind our guarantees. We have a third party in the Public Service Commission that enforces our
rates and our reliability and I think it is important to realize that that someone who does not
provide that to you could be making hollow guarantees. I think it is important that you
understand that. Also I think it is important to give us the opportunity by responding to the
proposal that we've presented with ideas that you have. We don't have all the ideas, we don't
know all of the answers. We would love to hear the suggestions and ideas from the Commission.
Mr. Segreto and I talked about that as late as Thursday, that we would love to see something
from the City so that we can move this on. The only people that are winning at this so far
Commissioner Doemer is the attorneys that are litigating this. It has not helped us gain any
money, it is not helped you gain any money or favor with your people. The attorney are making
out like bandits and I think it is important that we work to solve this so that we can all go about
our business and I can go and concentrate on running the electric utility and you yourself can
concentrate on the City's affairs.

DOERNER: Ok, one quick question. What is the value of your company, North Carolina
Progress Energy? What is a general amount of value? Even in Florida, give me ....

RALEY: I can't answer that question, maybe one of my collogues can. As to the total value
of corporation at this point, I don't know the answer to that. I am heating about $8 Billion
dollars.

DOERNER: Are our assets at $8 Billion dollars?
SEGRETO: No mam.
DOERNER: Just checking.

RALEY: I think your wires and poles are valued at $22.3 and they are going up every day as
we make capital investment in the City, that was just for your wires and poles.
