In other words, you would not <br />be giving us any performance standards with regard to rates, meaning that in your opinion it falls <br />under the Public Service Commission. <br /> <br />RALEY: Our rates have not increased in over ten years. We don't intend for our rotes to <br />increase. We continue to manage this business properly and we want to hold our rates as filed <br />with the Public Service Commission. They oversee our rates. You have the right, just as anyone <br />else does in a rate hearing, to intervene and make comment. Our rates are governed by a third <br />party. <br /> <br />PRONOVOST: Lack of a rate increase, you are not talking about the fuel increase you just <br />received that is taking effect April 1~t, is it? <br /> <br />RALEY: No I am not, I am speaking of our basic electric rates. <br /> <br />PRONOVOST: Ok. <br />RALEY: And I would say that anyone that tells you that they can guarantee rates, you should <br />be very skeptical of, and you should be very wary because they are not governed by the Public <br />Service Commission as we are. <br /> <br />PRONOVOST: Ok, Commissioner Doemer. <br /> <br />I)OERNER: I had a quick question that kind of falls under this if you don't mind. Do you <br />have any City that you have structured some kind of a definition of reliability or rates in the State <br />of Florida? <br /> <br />RALEY: Commissioner Doerner, I do not know of any, there may be something but I do not <br />know that answer. I will have to get that answer back to you. I do not know of any, no mam. <br /> <br />I)OERNER: Mr. Segreto, do you know of any? <br /> <br />SEGRETO: I do not know of any at this point. I know there are different performance <br />standards for different utilities and representatives from the reliable one last night indicated that <br />their safety number were considerably lower than Florida Power's and they were willing to <br />guarantee those in the future, the proposal for the City. Lakeland Electric also indicated the same <br />thing. They also were very candid that with reliability comes a cost. My concern about <br />reliability is the thirty year term on that reliability.
