City Commission <br />Special Workshop Presentations <br />Investor Owned Electrical Providers <br />Page 15 <br /> <br />PRONOVOST: At the meeting last night where some of us attended, Orlando Utilities <br />reliability numbers were two to three times that of what Florida Power is, so the question I have <br />is, what guarantees or assurances do we have that the reliability numbers with Progress Energy <br />will be as good as our neighbors, such as Orlando. <br /> <br />RALEY: I am not sure of the information that you are getting as to the validity of that <br />information or the accuracy of that information, I will tell you that our reliability history is on file <br />with the Public Service Commission and it stands as record. So I am not sure where you are <br />getting that, I know that the citizens of Casselberry are very pleased with the performance of the <br />system here and we will continue to keep it that way. <br /> <br />PRONOVOST: I guess, my question really then is, regardless of whether or not the <br />numbers that we are throwing around at last evening's workshop were accurate or not, put that <br />aside for a second and the question really is, what type of assurances or guarantees will we <br />receive in the Franchise Agreement if we went with Florida Power that our reliability here in <br />Casselberry would be at least as good as our neighbors, be it Orlando, be it Florida Power & <br />Light, be it whoever. <br /> <br />RALEY: Again, we treat all customers the same and that guarantee holds for any customer on <br />our system and that is that we will get system SAIDI down to an average of eighty. We won't <br />stop there, Mayor Pronovost, it will continue. It is our goal to drive that lower and lower. We <br />have different service territories than some of the City areas that you are talking about, but I can <br />compare several of our major cities that compare favorably or better than some that you have <br />mentioned. It is our intent to continue to treat all our customers favorably and that we will get <br />the reliability improved for everyone. <br /> <br />PRONOVOST: Ok last question in terms of reliability is, what performance standards will <br />you agree to or guarantee with regard to all reliability and quality of service here in the City. <br />Again within the franchise agreement itself. <br /> <br />RALEY: I am no sure how that question differs from the previous one. 1 think that we have a <br />reliability guarantee, we are governed by the Public Service Commission. That is open record, <br />we do not have the ability to change our rates without going to the Public Service Commission <br />who also has exclusive jurisdiction of that part of our business. We will not disinfavor (?) One <br />area over another. We treat everyone the same and that is, as in the City of Casselberry, very <br />favorable. <br /> <br /> <br />
