They have agreed to those <br />guarantees, they have agreed to customer rebates that they don't need those performance <br />standards. My concern is as we get out into the future and their company is driven by profit, if <br />they need profit, they will defer maintenance on their system once that three year guarantee is up, <br />we are left holding a thirty-year franchise without any performance standards and we are left <br />going to the Public Service Commission, which is a very difficult situation for anyone to <br />challenge. <br /> <br />DOERNER: Right, real quick, if I understand correctly, Mr. Segreto or Mr. Raley, you can <br />comment on whatever process is going on in terms of rate increases but the City doesn't have any <br />ability to effect anything, it is just simply voicing an opinion that you object, is that correct? <br /> <br />SEGRETO: Correct. <br /> <br />RALEY: You have the right, just as anyone else, and of course as a City you will draw a lot of <br />attention at a Public Service Commission heating, so to say that you don't have any effect I think <br />would be inaccurate. I think you do, I think you do have an effect. <br /> <br />DOERNER: I didn't actually mean literally, you do have input, but in terms of being to stop <br />the process if the (inaudible) agreed to, the City has no real say other than to object. Correct? <br /> <br />RALEY: Other than through the Public Service Commission, which we are governed by. <br /> <br />DOERNER: Thank you. <br /> <br />RALEY: Yes mam. <br /> <br />PRONOVOST: In followup to that, 1 thought there was a three-year period where you will be <br />giving rate rebates to customers, not only here, but throughout the State of Florida. At least, I <br />think it is three years, isn't it? <br /> <br />RALEY: I believe that is correct. <br /> <br />PRONOVOST: What reasonable assurances or guarantees do we have that at the end of that <br />three-year period, there would not be a spike in rates to recoup any dollars at that point in time. <br /> <br />RALEY: I guess other than history, Mayor Pronovost, that we haven't raised rates and that we <br />are doing this additional spending while at the same time reducing rates. So I think again the <br /> <br /> <br />
