We were also willing to sit down in February or January as <br />we established the work plan for the year and review that with the City Officials, Tony and his <br />staff, and we would be happy to do that. And, again to address concems that the City may have <br />from our service providing. <br /> <br />I)OERNER: I have a question to kind of follow up on that. We have had a lot of history here <br />so I want to clarify a few things and I think I need Mr. Segreto to speak to this issue. My <br />understanding, and I am a fairly new Commissioner, is that some years back we had some issues <br />in Casselberry specific to our area that indicated that we were substandard in the services we <br />were receiving. Is that correct? <br /> <br />SEGRETO: In terms of the worst performing feeders, there were some feeders in Casselberry <br />that appeared on Florida Power's worst performing feeders, so in that event you are true. That <br />has been reported by the Public Service Commission. The improvements that he has addressed <br />have dealt with that and for the last two years, we have not reappeared on those worst performing <br />feeders list. <br /> <br />DOERNER: So you would say that four years ago we had some different issues and during <br />that time some of these issues have been resolved. <br /> <br />SEGRETO: No doubt, I have been dealing with this 1998. In this folder here, there are <br />eighteen proposals that went back and forth. In the last several weeks, Mr. Raley and I have had <br />some meaningful dialogue. We are still pretty far apart on the reliability issue. I have recognized <br />his opinion as to not wanting to give us preferential treatment but that is a corporate policy where <br />they did not want to have different standards and have franchises in 105 cities that have different <br />reliability indexes and I respect that, but legally my concern is that this Commission if they are <br />going to sign a thirty-year Agreement have some assurance out past the Public Service <br />Commission docket to guarantee that you have bound performance for three years. My concern <br />is that we need something that goes out for that thirty-year term in reliability. <br /> <br />I)OERNER: If I understood you correctly, we are not talking about something real specific, <br />we are talking about a general concept .... <br /> <br />SEGRETO: We are not trying to hold them to a higher standard that the other investor owned <br />utilities in the State even if we had language that indicated they would be at or above TECO and <br />Florida Power & Light. I think that is a reasonable assumption that they can get to that <br />performance level. And I believe they can get to that performance level, there is no doubt. But <br /> <br /> <br />
