City Commission <br />Special Workshop Presentations <br />Investor Owned Electrical Providers <br />Page 12 <br /> <br />how do we structure that in the Agreement is where we are at loggerheads on that issue, how do <br />we actually structure that so that he can feel comfortable with it and I can feel comfortable with <br />recommending it to the Commission. <br /> <br />RALEY: First off I want to thank Mr. Segreto for two points (1) the recognition that the <br />service is improving and I thank you for that comment. (2) The second comment I want to thank <br />you for is that the dialogue will continue and that you recognize that the dialogue has been good <br />so far. I would ask that, we have provided a proposal and we would love to hear the <br />Commission's response to that proposal and some ideas that you may have that we can work <br />with and we would love to entertain that. <br /> <br />SEGRETO: The other extremely important issue that we have been filing on tonight and it <br />really needs to be brought out into the light and that is the amount of dollars that the City has <br />expended to this point. The City of Oviedo and the City Maitland were fortunate; they got a new <br />fi'anchise agreement that gave them the purchase option and they did not have to expend the <br />dollars that we spent. Up to the date of arbitration, this City expended $1 million five hundred <br />thousand dollars and I appreciate their candor in coming before us tonight and say they <br />underestimated the importance of the buy out provision, but before I can make a recommendation <br />to recommend that we pursue a new franchise, that issue, that two hundred pound gorilla of <br />almost $2 million dollars has got to be dealt with. I appreciate the fact that they are willing to <br />make contributions to our community projects but that is a big issue that is going to have to be <br />overcome. <br /> <br />I)OERNER: That is essentially taxpayers money. Correct? <br /> <br />SEGRETO: Correct, it is taxpayers money on our end of the legal fees and rate payers money <br />on their end of the legal fees, because they obviously find themselves in that same situation. <br />They have had to spend an inordinate amount of legal fees to get to this point. <br /> <br />RALEY: I certainly appreciate those comments Mr. Segreto. And again we would certainly <br />entertain any kind of response that you would have to that, that would include any provision for <br />that recovery. <br /> <br />DOERNER: I have one last issue and this is my favorite one. Florida Power or Progress <br />Energy has been very involved in the political scene in Casselberry and I think much to the <br />detriment of my community. It has been very involved in campaigns; it has run candidates; it has <br />funded Political Action Committees that have taken issues that extend well beyond the issues <br />that deal with Florida Power. I am extremely concerned of anyone who thinks that they are going <br /> <br /> <br />
