Insofar as the improvements that you are looking at <br />in the equipment and all the outages that I have at my house, I am just wondering, is that related <br />to the equipment and that the improvements that you are making would do away with some of <br />these outages; in January I had three and they were all very short outages, less than a minute - <br />thirty seconds - fifteen seconds, those kind of things. I had a couple in February, had one today, <br />but they are all relatively short. In years past, I have had them where they were more noticeable <br />and actually affected some of our equipment at my house. I was wondering when you were <br />talking about some of the improvements you are making, would his help some of the situation <br />where the minor brownouts are coming. <br /> <br />RALEY: Absolutely Commissioner Clark. One of the things that we have done since <br />Progress Energy acquired Florida Power is we have a very active reliability group, power quality <br />and reliability group, here located in Florida that are looking and evaluating each one of the <br />circuits. We are currently trying to work through those work plans. In addition to that, we have <br />committed more than $115 million dollars in our commitment to excellence program in order to <br />reduce our outages, both extended outages as well as momentary outages. This is funds that we <br />feel are needed to better enhance the facilities and the operation of those facilities. We continue <br />to discover issues everyday and we address those. These folks are responsible for addressing <br />those problems. So the answer to your question is yes, but the efforts that we are making and the <br />dollars that we are spending will in fact improve the already good service in Casselberry, but it <br />will be improved. <br /> <br />CLARK: One other question. You are indicating that the Public Service Commission prohibit <br />you from preferential treatment; I know that at one point last year there was some discussion in <br />one of your proposals about some reliability standards and some maintenance type discussion in <br />the proposal itself; was that not possible at that time or is that something that was just aired <br />when it came through. <br /> <br />RALEY: That was in a proposal that we submitted back in April Commissioner Clark. Let <br />me address that two different ways (1) Since that time we have entered into an agreement with <br />the Public Service Commission to reduce the overall SAIDI of our system for every customer on <br />now the Progress Energy System. We feel that we have made a commitment that addresses <br />everyone. It applies to everyone equally. (2) In addition to that in talking with our regulatory <br />folks, it became apparent that what we had offered at that time was something that we were not <br />able to offer and consequently we are not able to offer that anymore. What we have said and <br />what we communicated as late as last Tuesday is that we are willing to work with the City on <br />reliability and the reliability concerns of the Commission and the people who live here.
