Ratification of City Manauer Contract <br /> <br />Commissioner Cook made the following corrections to the contract: <br /> <br />Page 1, Line 3 - party changed to part <br />Page 3, Line 1, Inclusion of the word disability for clarification and compliance with <br />Section 4 of the Agreement - "....time and disability insurance;...." <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Al Clark to ratify the <br />employment agreement of Frank W. Clifton, Jr. as City Manager as <br />amended. The motion was seconded by Commissioner Doerner and <br />carried by voice vote. <br /> <br />6. Consideration for Implementation of Pay Study Results and Related Budeet Transfer <br /> <br />Staff Presentation and Recommendations - Mr. Segreto, Interim City Manager stated that staff <br />recommended implementation of the pay study as submitted at the last Commission Meeting. <br />The pay study recommends bringing all employees to the minimum range, as well as additional <br />adjustments to bring people to the market rate of their position. In addition to the <br />implementation schedule, we are also recommending that we deal effectively with the longevity <br />issue per the memorandum and also the cost of living adjustment for City employees. In a effort <br />to simplify implementation of the pay study, staff recommends that it be implemented in one step <br />rather than phasing it over several months. The City has budgeted $100,000 to implement the <br />study and the one step implementation will cost an additional $32,800. The study is not a cure <br />all in terms of trying to solve all personnel problems with pay and benefits, but it is a equitable <br />solution. There is an employee benefits committee that has worked and made some <br />recommendations to the Commission and to the City Manager previously and he would <br />recommend that the outstanding issues that are not dealt with effectively in the study be dealt <br />with by the new City Manager, Personnel Director and the employee benefit committee. <br /> <br />Public Participation - Sandra Smith, Chief Planner for the City of Casselberry, stated that she has <br />served on two employee committees that were commissioned by the City Manager to look at <br />employee benefits and wages. She outlined to the Commission the work of the committees and <br />the inconsistencies of the City pay structures and promotion policies. She asked employees to <br />support the pay study to allow their fellow employees to achieve the minimum range of their <br />position and also meet their value based on market value and provide a basic level of equity <br />among all employees. She asked the Commission to direct the consultants to review the issue of <br />long term employee compensation considering the employee committee's recommendations. <br /> <br /> <br />
