Priority. <br /> <br />The Florida League of Cities will support legislation <br />that establishes water conservation goals linked <br />to financial and regulatory incentives for local <br />governments, which shall retain authority over the <br />means of accomplishing such goals. <br /> <br />Potable Water Supply Management <br />and Planning <br /> <br />5OO <br /> <br />interconnected and mutually owned, all <br />stakeholders should share responsibility for their <br />proper management. The League supports <br />responsible land and water use, conservation and <br />planning based on appropriate data and analysis, <br />and supports the development of alternative water <br />supplies, such as conservation, reuse, aquifer <br />storage and recovery, intra-distrJct alternative <br />water supplies, reverse osmosis and desalination, <br />and the use of surface waters. <br /> <br />i'he Florida League of Cities will support legislation :hat: <br /> <br />500.1 <br /> <br />Gives the Department of Environmental Protec- <br />tion and water management districts regulatory <br />flexibility to develop innovative water quality and <br />supply management alternatives. <br /> <br />500.2 <br /> <br />Vests with municipalities and counties the ultimate <br />authority to determine which water supply <br />alternatives would best facilitate their water supply <br />development. <br /> <br />500.3 <br /> <br />Establishes a recurring revenue-generating <br />mechanism for funding water supply development <br />and water restoration projects. <br /> <br />500.4 <br /> <br />Requires that at least one appointee to a water <br />management district governing board be a <br />representative from local government. <br /> <br />500.5 <br /> <br />Establishes a trust fund for alternaf~ve water supply <br />development funded in part by a sales tax on <br />bottled water. <br /> <br />500.6 Supports state, regional and local water <br /> conservation education campaigns. <br /> <br />500.7 <br /> <br />Requires any water conservation mandates to have <br />a demonstrable or quantifiable conservation <br />benefit~ and to undergo a cost-benefit analysis prior <br />to imposition. <br /> <br />Growth Management <br /> <br />501 <br /> <br />Local comprehensive planning should be the <br />cornerstone of land use, water planning and <br />environmental protection. Requirements for local <br />comprehensive planning mandates, imposed by the <br />state upon municipalities, shoul~J be minimal and <br />fully recognize unique local characteristics and <br />municipal Home Rule authority. <br /> <br />The Florida League of Cities will support legislation that: <br /> <br />Requires the orderly extension of urban services <br />and infrastructure and provides redevelopment <br />incentives for compact urban centers to <br /> <br />17 <br /> <br /> <br />
