The Florida League of Cities will support legislation that: <br /> <br />405.i Eliminates barriers to allow municipal and <br /> district property co be shared or co-located. <br /> <br /> ,05.2 Grants municipal zoning and development author- <br /> ity over public schools. <br /> <br />40S.3 <br /> <br />Advocates for agreements between municipalities, <br />counties and other governmental bodies that pro- <br />vide personnel to control traffic during peak <br />school hours. <br /> <br />405.4 <br /> <br />Supports the creation of partnerships between <br />municipalities, counties and other governmental <br />bodies to provide anti-drug and anti-violence proI <br />grams for students. <br /> <br />405.5 <br /> <br />Supports the participation of municipal govern- <br />ments in the planning of limited class size and <br />mandatory pre-kindergarten funding. <br /> <br />405.6 <br /> <br />Fosters an educational environment sensitive to <br />municipalities with minority and special needs <br />populations. <br /> <br />of services, to provide for responsible growth and <br />to efficiendy and effectively serve the needs of <br />the municipal citizenry. <br /> <br />The Florida League of Cities will suppor~ legislation that: <br /> <br />407. I <br /> <br />Requires counties to comply with municipal land <br />use plans when granting development approvals <br />for property located within unincorporated areas <br />contiguous to municipal boundaries. <br /> <br />407.2 <br /> <br />Permits municipalities to amend their comprehen- <br />sive plans and rezone property simultaneously <br />with the voluntary annexation of property. <br /> <br />407.3 <br /> <br />Ensures the implementation of responsible growth <br />management practices that are consistent with the <br />Home Rule authority of municipalities. <br /> <br />.4 <br /> <br />Provides equitable incentives for land-use <br />development or redevelopment projects for both <br />urban and rural municipalities, such as, but not <br />limited to, funding and technical assistance, without <br />imposing additional restrictions. <br /> <br />unicipal Service Delivery Management <br /> <br />406 <br /> <br />Municipal service delivery areas should be <br />coordinated in a rational and orderly manner to <br />reduce duplication of services and to efficiently <br />and effectively serve the needs of the municipal <br />citizenry. <br /> <br />The Florida League of Cities will support legislation that: <br /> <br />406.1 Authorizes planning and incentives for promoting <br /> the cost-efficient provision of municipal services <br /> without duplication. <br /> <br />406.2 Removes restrictions to allow ~ocal governments <br /> to redesign their service delivery systems to <br /> reduce duplication and to utilize taxpayers' <br /> resources to enhance the effectiveness and <br /> efficiency of the delivery of essential services. <br /> <br />Intergovernmental Coordination/Land <br />I ' e/Annexation <br /> <br />407 <br /> <br />Land use practices and municipal boundary expan- <br />sion should be coordinated to reduce duplication <br /> <br />407.5 <br /> <br />407.6 <br /> <br />407.7 <br /> <br />407.8 <br /> <br />Requires each local government, in the housing <br />element of its comprehensive plan, to provide for <br />a proportionate share of the respective county's <br />population residing in group homes and assisted <br />living facilities. <br /> <br />Allows municipalities to zone group homes and <br />adult congregate living facilities, <br /> <br />Encourages local government to coordinate the <br />planning and siting of school facilities, but respects <br />the autonomy of municipal comprehensive <br />planning decisions and holds local school boards <br />accountable for school planning decisions. <br /> <br />Supports the role of regional planning councils as <br />coordinating bodies in comprehensive planning ac- <br />tivities and as providers of other planning services. <br /> <br />16 <br /> <br /> <br />
