discourage urban sprawl and to promote fiscally <br />strong urban communities. <br /> <br />~01.2 <br /> <br />Requires water management district planning <br />documents be adopted as an administrative rule if <br />local comprehensive plans must be compatible or <br />consistent with such documents. <br /> <br />501.3 <br /> <br />Measures the cumulative impacts of individual <br />water wells that are not currendy subject to water <br />use permits. <br /> <br />501,4 <br /> <br />Requires that water management district actions, <br />particularly water use permitting actions or any <br />emergency actions, be consistent with district <br />regional water supply plans or other district <br />planning documents. <br /> <br />Environmental Permitting <br /> <br />5O2 <br /> <br />The various environmental permitting processes <br />of the state are important co the preservation of <br />our natural resources. While permitting processes <br />should be streamlined and should be reasonable <br />and financially feasible at all levels of government, <br />municipalities must have the ability to adopt and <br />enforce unique or more stringent environmental <br />standards to safeguard the diverse characteristics <br />of individual communities. <br /> <br />The Florida League of Cities will support legislation that: <br /> <br />502.1 <br /> <br />Allows for continued discharge from a permitted <br />municipal facility that is operating in accordance <br />with permit conditions, absent a clear <br />demonstration by the regulating entity that the <br />facility is causing or contributing to the <br />degradation of water quality. <br /> <br />502.2 <br /> <br />Allows the increased delegation of state and <br />regional permitting programs to certified or <br />designated municipalities upon their request. <br /> <br />502.3 <br /> <br />Provides a waiver of financial penalty when a <br />municipality or other regulated entity discovers <br />and corrects an envh-onmental permit violation <br />caused by a short-term malfunction in a facility <br />and opposes any public records exemptions. <br /> <br />18 <br /> <br />502.4 <br /> <br />Requires that agricultural "best management <br />practices" be regularly monitored and enforced <br />to ensure compliance with fedenal, state and local <br />environmental standards. <br /> <br />Solid Waste Collection, Recycling <br />and Disposal <br /> <br />503 <br /> <br />One of the major environmental management <br />issues facing our state is the proper collection and <br />disposal of solid waste and the reduction of litter. <br />State incentives are needed to encourage feasible <br />solid waste recovery, recycling, reuse and <br />alternative disposal methods. Litter is an <br />environmental conr. aminant that must be reduced <br />at its source. <br /> <br />The Florida League of Cities will support legislation that: <br /> <br />503.1 <br /> <br />Defines litter as an environmental waste, <br />encourages voluntary litter elimination and <br />education programs, and preserves the state, bcal <br />and private partnership for promoting voluntary <br />recycling efforts. <br /> <br />503.2 <br /> <br />Allows the developmenL expansion or upgrade <br />of waste-to-energy facilities, providing they meet <br />the current emissions standards. <br /> <br />503.3 Encourages and/or supports curbside recycling <br /> programs. <br /> <br />503.4 <br /> <br />Preserves municipal franchising authority over' <br />solid waste and construction and demolition <br />debris materials, and does not impose unnecessary <br />restrictions on municipal solid waste manageme~q: <br />programs, <br /> <br />Stormwater <br /> <br />504 <br /> <br />Stormwater runoff, which contributes to surface <br />water and/or groundwater pollution, is caused by' <br />urban, inter-urban and agricultural uses. Urban <br />areas should not be saddled with ~ <br />disproportionate share of the costs or <br />responsibilities associated with stormwater runoff <br />Solutions to stormwater runoff should entail ~ <br />partnership approach between municipalities, <br />counties, schools, water management districts a:~d <br />state agencies. <br /> <br /> <br />
