Priority. <br /> <br />The Florida League of Cities will support legislation <br />that strengthens the ability of municipalities to <br />eliminate all enclaves regardless of size or use, and <br />provides reasonable procedures to expeditiously <br />annex areas that are contiguous to their <br />boundaries. <br /> <br />Multi-Jurisdictional Relationships <br /> <br />400 <br /> <br />The Florida League of Cities recognizes there are <br />intergovernmental responsibilities that transcend <br />local boundaries to meet the needs of citizens. It is <br />important that each level of'government respects <br />the goals and objectives of the other levels of <br />government, and each uses its unique resources to <br />understand and respond to a variety of concerns. <br /> <br />The Florida League of Cities will support legislation that: <br /> <br />400. <br /> <br />Requires equitable representation of municipal <br />elected officials from both large and small <br />municipalities on ail new and existing regional and <br />local districts, councils, agencies, state-designated <br />committees, and authorities. <br /> <br />400.2 Limits the creation of independent special districts <br /> in unincorporated areas. <br /> <br />400.3 <br /> <br />Creates a more defined role for municipalities in <br />state technology planning and regulation, expands <br />intergovernmental information-sharing, and <br />encourages efficient and effective use of emerging <br />technologies by all levels of government. <br /> <br />400.4 <br /> <br />Provides adequate state funding and staff resources <br />for research and development of a statewide, <br />regional government mapping and geographic <br />information system that can be easily accessed by <br />citizens and federal, state and local governments. <br /> <br />Emergency Management <br /> <br />to natural and man-made disasters and emergencies <br />that threaten their communities. However, in order <br />for municipalities to undertake these pre- and post- <br />disaster activities, adequate intergovernmental <br />coordination, training and state funding is necessary. <br /> <br />The Florida League of Cities will support legislation that: <br /> <br />401.2 <br /> <br /> 401.3 <br />The Florida League of Cities acknowledges that <br />disaster preparedness and hazard mitigation: <br />planning will assist municipalities in their response: <br /> 13 <br /> <br />Ensures the state directly provides disaster <br />preparedness and hazard mitigation planning <br />resources, training and fiscal assistance to <br />municipalities so they can respond to natural and <br />man-made disasters and emergencies that threaten <br />their communities. <br /> <br />Ensures there is consistent and continued <br />emergency management communication and <br />coordination among federal, state, county and <br />municipal officials to facilitate pre- and post- <br />disaster mitigation planning and operations. <br /> <br />Ensures the state's technical and financial assis- <br />tance programs, as well as any other associated <br />programs, are structured to give municipalities <br />maximum flexibility with input into their county's <br /> <br /> <br />
