308.3 Ensures the authority of municipalities to provide utility services including but not limited to the following: electric, gas, sewer, water, and stormwater now and into the future. 308.4 Ensures the ability of municipalities and munici- pal utilities to provide a full range of services and products for customers without subjecting such activities to taxation or undue regulation. 308.5 Recognizes municipal authority to impose reasonable, nondiscriminatory requirements for the provision of communications services within the municipality, so long as such requirements do not conflict with the current jurisdiction of the Public Service Commission. 308.6 Protects the stranded investments of municipalities. 308.7 Protects municipalities from reductions of assessed value of utility property, in-lieu payments or other revenues, as a result of electric restructuring. 308.8 Protects municipal authority to provide utility services outside incorporated boundaries and to charge a reasonable surcharge for these (non- electric) services. 308.9 Allows municipalities to become aggregators of services, whether individually or on a collective basis. 308.10 Maintains municipal authority to set rates and establish service for water, sewer, electric, gas, telecommunications or any other municipally operated utility. 308.11 Authorizes municipalities to set utility service rates without having to meet unreasonable notice requirements or incur additional costs. 308.12 Respects the privacy of customers by exempting from public records information related to local government utility customers' accounts, unless expressly authorized by the customer. 3.13 Ensures municipal competitiveness in providing or arranging for utility services by exemptin§ from the Public Records Law related business records. 308.14 Treats public records requirements of municipal communications enterprises equivalent to that of private communications operations. 308.15 Recognizes certain public records pertaining to utility compliance audit work papers should be exempt under the Public Records Law. 308, 16 Assists municipalities with developing technology infrastructure to enhance municipalities' and citi- zens' ability to become technologically connected. 308.17 Maintains local government authority to regulate the placement of a utility provider's facilities within the local government's jurisdiction, and establishes an appropriate level of local and state government oversight over utility facility placement. 12
