disaster preparedness plan, so as to tailor their <br />plans to the unique circumstances or needs of their <br />community. <br /> <br />Ensures continued operations of loan and <br />insurance programs that further enhance hazard <br />mitigation policies. <br /> <br />401.5 <br /> <br />Ensures the insurance and reinsurance industries <br />provide incentives for mitigation through rate <br />adiustments that reward policyholders who take <br />hazard mitigation actions. <br /> <br />401.6 <br /> <br />Reduces Florida's emergency public shelter defi- <br />cit by increasing the number of safe emergency <br />public shelter facilities, and fully funds such efforts, <br />as well as ensures that state, county and munici- <br />pal governments mutually select the designation <br />of emergency public shelter space. <br /> <br />401.7 <br /> <br />Authorizes the state's emergency management <br />agency to establish a protocol for sharing classified <br />intelligence information with designated local non- <br />elected officials on issues that may pose a potential <br />threat to their, municipality, county or region. <br /> <br />· ~01.8 <br /> <br />Authorizes the state's emergency management <br />agency to provide local governmental entities with <br />accurate and timely information on credible <br />terrorist threats so that life, property and vital <br />services are protected. <br /> <br />401.9 <br /> <br />Authorizes the coordination of communication <br />command and control between responding <br />emergency management agencies and personnel <br />and provides a compatible communication system <br />that promotes efficient and effective response and <br />recovery efforts during emergency incidents. <br /> <br />40 I. I 0 Provides funding to ensure all emergency response <br /> personnel receive appropriate training to respond <br /> to domestic and international threats of terrorism. <br /> <br />401.1 I Authorizes the state's emergency management <br /> agency to review all current and future federal <br /> standards and practices that would improve fed- <br /> eral, state and local anti-terrorism efforts. <br /> <br />40 I. 12 Ensures the state's emergency management agency <br /> will work in coniunction with the Florida League <br /> <br />of Cities, Inc., to implement policies and procedures <br />that will fairly represent the needs of all munici- <br />palities in the State Hazard Mitigation Plan. <br /> <br />Intergovernmental Programs <br /> <br />402 <br /> <br />The League supports actions that strengthen and <br />create parmerships between federal, state, regional <br />and local governments toward the goals of increasing <br />local funding, expanding opportunities for local <br />revitalization, and furnishing effective technical <br />assistance to provide essential governmental services. <br />Actions that increase the funding and programs <br />designed to assist in providing affordable housing for <br />the homeless, the dderly and disadvantaged dtizens <br />are strongly supported. Key among these programs <br />is the Community Development Block Grant <br />(CDBG) program, which helps local governments <br />address housing, economic development and <br />infrastructure needs. <br /> <br />The Florida League of Cities will support legislation that <br /> <br />402. I <br /> <br />Provides greater direct municipal access to Small <br />City CDBG funding to non~entitlement cities to <br />finance vital community development programs <br />and that encourages loans and grants to Iow- and <br />moderate-income properties identified by the <br />local government. <br /> <br />402.2 <br /> <br />Prohibits any change to the CDBG formula that <br />reduces program funds, or that limits or restricts <br />current municipal grant recipients. <br /> <br />402.3 <br /> <br />Builds a more effective housing partnership <br />between the private sector, including non-profits, <br />and government at all levels, to provide more <br />affordable housing where shortages exist, and <br />discourages concentrations of Iow-income <br />housing. <br /> <br />402.4 <br /> <br />Protects and enhances the State Housing Initiative <br />Program (SHIP), including the funding allocated to <br />counties and cities, which provides direct technica~ <br />assistance, funding and training for staff who are <br />involved in the administration of local affordable <br />housing and related programs. <br /> <br />402.5 Eliminates state-mandated regulatoW requirements <br /> that impede local governments' development of <br /> <br />14 <br /> <br /> <br />
