City Commission Meeting <br />February 24, 2003 <br />Page 10 <br /> <br />(April 1 2003 to March 31, 2004 but recommended the City solicit bids for the next year (April <br />1, 2004 - March 31, 2005). The Committee also recommended the City consider lowering the <br />employee portion of the HMO premium. The Personnel Director and the Finance Director <br />recommended the City continue to pay premium for HMO, with the exception of $25.00 <br />employee portion of premium. The employee portion for the POS Plan would be $130.48. The <br />increase in employee contribution in the POS Plan is recommended to motivate employees to <br />elect the HMO Plan. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Al Clark for the renewal of <br />employees health insurance premium as presented. The motion was <br />seconded by Commissioner Doerner and carried by voice vote. <br /> <br />9. Resolution 03-1406 - Florida Leaeue of Cities 2003 Legislative Policy Statement <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Al Clark that Resolution 03- <br />1406, Legislative Program be read by title only. The motion was <br />seconded by Commissioner Susan Doerner and carried by voice vote. <br /> <br />The City Clerk read Resolution 03-1406 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />ESTABLISHING A LEGISLATIVE PROGRAM FOR TIlE CITY OF <br />CASSELBERRY; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />AN EFFECTIVE DATE." <br /> <br />The Interim City Manager said Resolution 03-1046 authorizes the City Commission, City <br />Manager and appropriate staff to pursue legislative objectives consistent with the legislative <br />program established and approved by the Florida League of Cities. The Legislative Policy <br />Statement from the Florida League of Cities is attached to and made a part of these minutes. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Al Clark that Resolution <br />03-1406, Legislative Program, be approved as presented. The motion <br />was seconded by Commissioner Susan Doerner and carried by voice <br />vote. <br /> <br />10. Legislative Services Am'eement - William J. Peebles, Esq. <br /> <br />The Interim City Manager stated that the proposal from Mr. Peebles was to provide legislative <br />lobbying services during the current legislative assistance. The City engaged Mr. Peebles during <br />the last fiscal year to track legislation that would ensure a continued revenue stream from <br />franchise fees and to ensure that no legislation was passed which would alter the City's right to <br /> <br /> <br />
