CASSELBERRY CITY COMMISSION <br />Minutes of January 27, 2003 - Regular Meeting <br />Page 3 of IS <br /> <br />COMMERCIAL RECLAIMED WATER; TO ADOPT IRRIGATION RATES INPARITY <br />WITH OTHER WATER RATES, AND TO ENCOURAGE THE USE OF RECLAIMED <br />WATER FOR IRRIGATION; PROVIDING FOR SEVERABILITY, CODIFICATION, <br />CONFLICTS AND EFFECTIVE DATE." <br /> <br />The Notice of Public Hearing relative to Ord'mance 03-1077 was published in the Orlando Sentinel on <br />January 16, 2003. Ordinance 03-1077 was passed on first reading on January 13, 2003. <br /> <br />Mr. Goucher stated Ordinance 03-1077 provides for revising the tier cut-off usages and rates for potable <br />water and reclaimed water irrigation. Staff reviewed revenues received as a result of implementation of <br />Ordinance 02-1050 and found the irrigation revenues in excess of the rate consultant's projection. The first <br />tier cut-off will be revised from 7,000 gallons to 13,000 gallons, as it was determined that was the minimum <br />volume needed to mffmtain a typical single family lot. Proposed revisions to the reclaimed water rates will <br />maintain the original concept of reclaimed rates being two-thirds of the potable water rates and to promote <br />reclaimed water usage in lieu of potable water or direct groundwater use. Staff recommended approval of <br />Ordinance 03-1077 on second reading with the following correction: <br /> <br />Page 3, change 35,000 gallons to 32,500 gallons <br /> <br />Commissioner Cook noted the table of proposed irrigation rate revisions included with the agenda materials <br />incorrectly referred to the proposed ordinance number as 03-1395 and should be corrected to 03-1077. <br /> <br />Mayor Pronovost asked if there was anyone in the audience that wished to speak either for or against <br />Ordinance 03-1077. The following individuals came forward: <br /> <br />1) Dan Mannheim, 247 Shady Hollow, spoke in favor of Ordinance 03-1077. <br /> <br />2) Dennis Karvonen, 112 Norris Place, inquired why the Casselberry Golf Course does not <br />pay for reclaimed water. Mr. Segreto explained that the City entered into a 50 year <br />agreement back in 1983 in which the golf course is required to use a minimum of 350,000 <br />gallons on a consistent basis, noting that reclaimed water was not a desired public <br />commodity back when the agreement was signed. Mr. Segreto further noted the agreement <br />was necessitated in order for the City to comply with a Department of Environmental <br />Protection mandate that the City become a zero discharge city. <br /> <br />3) Bruce Stram, 510 Sunrise Drive, spoke in favor of Ordinance 03-1077. Mr. Stram <br />reiterated his concerns as to the original implementation of Ordinance 02-1050, and the <br />possibility of the City Commission being involved in setting the electric rate structures. <br /> <br />4) Scott Dennison, 211 Triplet Lake Drive, submitted comments via email to the City <br />Commission office on January 27, 2003 to be made a part of the public record for Ordinance <br />03-1077. A copy of Mr. Dennison's email is attached to and made a part of these <br />minutes. <br /> <br />No one else came forward. Mayor Pronovost closed the public heating. <br /> <br /> <br />
