Single Source Agreement with Masci General Contractor Inc. for Casselberry <br />Utility Relocation on the Seminole County Oxford Road Expansion Project and <br />Related Budget Amendment 425-014 <br />Staff Presentation: Utilities Director Tara Lamoureux gave an overview of this item which is a request <br />for a Single Source Agreement with Masci General Contractor, Inc. for Casselberry utility relocation on <br />the Seminole County Oxford Road Expansion Project and related Budget Amendment #25-014. Seminole <br />County's Oxford Road Expansion Project is currently underway and includes new drainage, road widening, <br />and a process called surcharging to stabilize a new road being built along Oxford Road. The process of <br />surcharging requires a large amount of soil to compress and stabilize the ground in an area currently <br />containing muck and the surcharge area planned by Seminole County is located on top of the City of <br />Casselberry's existing water main. The massive weight of the soil being used for the surcharge will cause <br />damage to the water main; therefore, the water main needs to be rerouted to avoid the damage. Since the <br />County's contractor, Masci General Contractor, Inc. is already performing the work in the area and can <br />perform the utility relocation, staff requested that they provide a quote to perform the utility relocates within <br />the Oxford Road Surcharge area. The relocation includes removal and reinstallation of approximately 210 <br />feet of 12" PVC water main and the pricing in their quote is consistent with unit prices from the Seminole <br />County Oxford Road Expansion contract. As the Oxford Road Expansion Project is already underway, <br />with the surcharging process beginning within the next month, there is not sufficient time to issue a <br />competitive solicitation for bids on the project and ensure that the relocation can be completed prior to the <br />surcharging process that is scheduled. Therefore, city staff is requesting that the City enter into a Single <br />Source Agreement for Masci General Contractor, Inc. to perform the work utilizing the pricing offered to <br />Seminole County. The City's Procurement Policy authorizes single -source procurement as an exemption <br />to competitive bidding where the purchase must be directed to one source "where circumstances exist that <br />dictate delivery is a critical factor, and only one vendor can meet the time constraint, even though other <br />competitive sources may be available." There is no time to conduct a full competitive, sealed solicitation <br />and ensure the relocation will be completed by the time the surcharging process will begin. The Single <br />Source Agreement provides for the restraint, removal, and reinstallation of the City's potable water main <br />in the Seminole County Oxford Road Expansion Project to avoid drainage and surcharge conflicts in the <br />amount of $154,431.06. <br />Budget Impact: Budget Amendment 425-014 provides adequate funding by increasing the Water & Sewer <br />Renewal & Replacement account #402-0751-536.63-40 and decreasing the Water & Sewer Non - <br />Departmental Contingency Reserve account #401-0190-536.58-00 in the amount of $154,431.06. <br />BA #25-014 <br />
