CASSELBERRY CITY COMMISSION <br />Minutes of February 10, 2025 — Regular Meeting <br />Page 8 of 12 <br />English Estates Water Main Replacement Phase I Projects. Five contractors responded and Mercon <br />Construction Company provided the lowest, most responsive and responsible bid in the amount of <br />$2,663,638.30 for the English Estates Water Main Replacement Phase I Project. The city's cost share for <br />third -party Construction Engineering Inspection (CEI) services for the combined projects is $411,450.78. <br />The total cost to the City for the project, including a 5% Contingency, is $3,228,844. Resolution 25-3481 <br />provides authorization for Seminole County to proceed with the award of the City of Casselberry's English <br />Estates Water Main Replacement Phase I Project as part of the Seminole County Oxford Road Sidewalk <br />and Drainage Project to Mercon Construction Company. Budget Amendment #25-012 is necessary to <br />provide additional funding in the amount of $873,256 for the City's share of Construction, CEI costs, and <br />5% Contingency. Mr. Charres noted that the resolution authorizes approval for the City Manager to approve <br />contingency amount up to 10%; however, only 5% has been budgeted, so staff would have to come back to <br />the Commission for approval if there is a need to allocate more contingency funding above the 5% that is <br />budgeted. In response to a question from the Commission, Mr. Charres advised that since this process is <br />unorthodox in that the project is being done in conjunction with Seminole County, he could not state with <br />certainty how long the project would last since the County's drainage and sidewalk improvements project <br />was included; however, typically, it would take approximately six to eight months to replace the 5000 linear <br />feet of pipe that is involved in the City's water main replacement project. <br />Budget Impact: Funding has been budgeted in the FY2025 Water & Sewer Infrastructure Improvements <br />account for PW 2010 English Estates Water Main Replacement Phase 1 account #402-0751-536.63-40 in <br />the amount of $2,355,588. Additional funding in the amount of $873,256 is needed to provide for the City's <br />project cost. Budget Amendment #25-012 provides sufficient funding by increasing the Water & Sewer <br />Infrastructure Improvements account for PW 2010 English Estates Water Main Replacement Phase I in the <br />amount of $873,256 by reallocating unencumbered funds from the Water & Sewer Infrastructure <br />Improvements account for PW 2307 English Estates Water Main Replacement Phase 2 account #402-0751- <br />536.63-40 in the amount of $750,000 and the Non -Operating Renewal & Replacement account #402-0000- <br />389.90-00 in the amount of $123,256. <br />BA #25-012 <br />Explanation of Request: This budget amendment seeks City Commission approval to provide additional <br />funding for English Estates Phase 1 Water Main Replacement in the amount of $873,256.
