Resolution 25-3481 — English Estates Water Main Replacement Phase I & <br />Seminole County Oxford Road Sidewalk and Drainage Project and Related <br />Budget Amendment 425-012 <br />The City Clerk read Resolution 25-3481 by title, as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING AND <br />AUTHORIZING SEMINOLE COUNTY TO PROCEED WITH THE AWARD OF THE ENGLISH <br />ESTATES WATER MAIN REPLACEMENT PHASE I PROJECT TO MERCON <br />CONSTRUCTION CO. PURSUANT TO THE SEMINOLE COUNTY AND CITY OF <br />CASSELBERRY INTERLOCAL UTILITY RELOCATION AGREEMENT FOR THE OXFORD <br />ROAD DRAINAGE AND SIDEWALKS PROJECT AND ENGLISH ESTATES WATER MAIN <br />REPLACEMENT PHASE I PROJECT; AUTHORIZING THE CITY MANAGER TO DIRECT <br />STAFF TO DEPOSIT THE CONSTRUCTION COST AND CONSTRUCTION ENGINEERING <br />AND INSPECTION COST AS PROVIDED HEREIN WITH SEMINOLE COUNTY WITHIN 62 <br />DAYS OF AWARD; AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDERS <br />UP TO THE CONTINGENCY AMOUNT OF 10% OF THE COST OF CONSTRUCTION AND <br />10% OF THE COST OF CONSTRUCTION ENGINEERING AND INSPECTION SERVICES AS <br />PROVIDED HEREIN; AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO <br />PRE -APPROVE ADDITIONAL COSTS NOT EXCEEDING THE CONTINGENCY AMOUNTS <br />SET FORTH HEREIN; AND PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE." <br />Staff P1•esentation: Senior Utility Engineer Jiovani Charres gave an overview of Resolution 24-3481 <br />which authorizes Seminole County to proceed with the award of the City of Casselberry's English Estates <br />Water Main Replacement Phase I Project as part of the Oxford Road Sidewalk and Drainage Project to <br />Mercon Construction Company and approves related Budget Amendment #25-012. English Estates is a <br />community in unincorporated Seminole County and the Phase I Water Main Replacement project is being <br />done to remove the old asbestos cement (AC) pipe in the Oxford Road and Derbyshire Road area which are <br />in unincorporated Seminole County. Due to Seminole County regulations, this project was originally <br />designed to remove the AC pipe via open -cut methods which would require the contractor to remove and <br />replace any sidewalks, driveways and landscaping impacted by the open cut trenches, causing a significant <br />disturbance to the community. At the same time, Seminole County has been designing the Oxford Road <br />Drainage & Sidewalks Project which involves new stormwater structures and sidewalk installation along <br />Oxford and Derbyshire Roads and would also cause disturbance to the community due to the need to remove <br />existing sidewalks, driveways and landscaping. As a result of this, and to cause the least disturbance to the <br />community, City and County staff opted to combine the two projects. On March 25, 2024 the City <br />Commission approved the final Interlocal Utility Relocation Agreement for the City's English Estates <br />Water Main Replacement Phase 1 Project to be constructed in conjunction with Seminole County's Oxford <br />Road Drainage & Sidewalks Project. The hrterlocal Agreement additionally provides for Construction <br />Engineering Inspection (CEI) services by a qualified third -party for the combined project, the cost of which <br />would be split between the City and the County. The Interlocal Agreement required the County to perform <br />the bid and request proposals and an Invitation to Bid was issued by Seminole County on September 2, <br />2024 requesting proposals from qualified firms for the combined Oxford Road Drainage & Sidewalks and <br />
