CASSELBERRY CITY COMMISSION <br />Minutes of January 27, 2025 — Regular Meeting <br />Page 6 of 11 <br />Public Hearing: Mayor Henson stated this was a public bearing to hear and consider comments and <br />questions regarding Ordinance 24-1617. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 24-1617. Mayor Henson closed the public hearing relative to <br />Ordinance 24-1617. <br />MOTION: Vice Mayor Aramendia moved to adopt Ordinance 24-1617 on second and <br />final reading, as presented. Motion was seconded by Vice Mayor Busch. <br />Motion carried unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Volunteer Board Appointments <br />The Board Appointment Policy provides for consideration of reappointments first and for alternate <br />members to be considered first to fill any regular member vacancies that may occur. Board members are <br />limited to three consecutive terms on a board, with the exception of the Pension Board. Appointments to <br />fill an unexpired term do not count as a member's first term. The City Clerk will provide additional <br />background information and guidance at the meeting, as needed. <br />Planning & Zoning Commission <br />The Planning & Zoning Commission consists of seven (7) members and one (1) alternate inember who <br />serve two (2) year terms. In 2022, the City Commission decided not to fill the alternate member positions <br />on both the Planning & Zoning Commission and the Parks & Recreation Advisory Board. There were no <br />quorum issues as a result of these positions remaining vacant. The board appointment policy provides for <br />consideration of reappointments first. Ed Bakalla and Ron Bryan have submitted applications to be <br />considered for reappointment. There is currently one (1) regular member vacancy due to Scott Minnis <br />deciding not to seek reappointment. There are three applicants who have submitted applications and may <br />be considered for appointment to the regular member vacant seat. Those applicants are Woody Bass, who <br />has also applied for reappointment to the Parks and Recreation Advisory Board and is eligible for <br />appointment to the Police Officers' and Firefighters' Pension Board of Trustees, Cody Highley, who <br />applied for appointment to both the Planning & Zoning Commission and the Police Officers' and <br />Firefighters' Pension Board of Trustees, and Neal Thomas, who also applied for appointment to the Parks <br />and Recreation Advisory Board. All appointees' terms will be through January 31, 2027. <br />MOTION: Commissioner Kirk moved to reappoint regular member Ed Bakalla for a <br />third full term and regular member Ron Bryan for a second full term, to the <br />Planning & Zoning Commission, both terms effective through January 31, <br />2027. Motion was seconded by Commissioner Divita. Motion carried <br />unanimously by voice vote 5-0. <br />Discussion: A brief discussion ensued regarding the experience of Neal Thomas and Woody Bass, the two <br />applicants nominated for appointment by Commissioners Divita and Aramendia, respectively. <br />
