CASSIILBERRY CITY COMMISSION
Minutes of January 27, 2025 — Regular Meeting
Page 7 of I 1
MOTION: Commissioner Aramendia moved to appoint Woody Bass as a regular
member to the Planning & Zoning Commission for a first full term, term
effective through January 31, 2027. Motion was seconded by Commissioner
Divita. Motion carried unanimously by voice vote 5-0.
Police Officers' & Firefighters' Pension Board of Trustees
The Police Officers' & Firefighters' Pension Board of Trustees consists of five (5) members who serve two-
year terms. Two (2) of the members are City residents appointed by the City Commission, one (1) member
is a Police Officer Member of the plan, and one (1) member is a Firefighter Member of the plan, who are
elected by the majority of the police officers or firefighters, respectively. The fifth member is chosen by a
majority of the four (4) other members and that selection is ratified by the City Commission. Currently
there is one vacancy on the Board for a City resident due to Tim Veigle's recent resignation after being
appointed to the Planning & Zoning Commission in November 2024. The unexpired term is through
November 30, 2026. Four (4) applications were received to be considered to fill the vacancy; however, one
was withdrawn, and one, Woody Bass, was no longer eligible after being appointed to the Planning and
Zoning Commission. The two (2) remaining applicants were Cody Highley and Scott Minnis.
MOTION: Commissioner Aramendia moved to appoint Scott Minnis to the Police
Officers' & Firefighters' Pension Board of Trustees to fill the unexpired term
caused by Tim Veigle's resignation after being appointed to the Planning &
Zoning Commission, term effective through November 30, 2026. Motion was
seconded by Vice Mayor Busch. Motion carried unanimously by voice vote
5-0.
Parks & Recreation Advisory Board
The Parks & Recreation Advisory Board consists of seven (7) regular members who serve two (2) year
terms. The board appointment policy provides for consideration of reappointments first. Woody Bass
applied to be considered for reappointment; however, since he was appointed to the Planning & Zoning
Commission, he was no longer eligible for reappointment. There was one (1) regular member vacancy due
to Nick Santiago deciding not to seek reappointment. The other two regular member vacancies are due to
the expansion of the board to seven (7) members with the adoption of Ordinance 24-1614. There were now
four regular member vacancies to be considered, and four applications have been received for consideration
from Cody Highley, Danielle Meyering, Neal Thomas and Janice Zeiger. All appointees' terms will be
effective through January 31, 2027.
MOTION: Commissioner Kirk moved to appoint Cody Highley, Danielle Meyering, Neal
Thomas and Janice Zeiger to the Parks & Recreation Advisory Board, each
for a first full term, all terms effective through January 31, 2027. Motion carried unanimously by
voice vote 5-0.
Ms. Gardner advised that seating of the new board members would be done at the February board meetings
