CASSELBERRY CITY COMMISSION <br />Minutes of December 16, 2024 — Rcgular Meeting <br />Page 15 of 21 <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 24-1615. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 24-1615. Mayor Henson closed the public hearing relative to <br />Ordinance 24-1615. <br />MOTION: Vice Mayor Aramendia moved to adopt Ordinance 24-1615 on second and <br />final reading, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />E. Public Hearing: Second Reading of Ordinance 24-1616 — Amending the City's <br />Comprehensive Plan's Future Land Use Element to Provide for Floating Solar <br />Facilities in Specific Land Use Designations <br />The City Clerk read Ordinance 24-1616 by title, as follows: <br />"AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, AMENDING THE CITY OF CASSELBERRY COMPREHENSIVE PLAN FUTURE <br />LAND USE ELEMENT TO ALLOW FOR THE INSTALLATION OF FLOATING SOLAR <br />FACILITIES IN CERTAIN FUTURE LAND USE CATEGORIES PURSUANT TO FLORIDA <br />STATUTES § 163.32051; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 24-1616 <br />was advertised in the Orlando Sentinel on Thursday, December 5, 2024. <br />Staff Presentation: Chief Planner Antonia DeJesus gave an overview of Ordinance 24-1616 which <br />amends the City's Comprehensive Plan's Future Land Use Element to permit the installation of floating <br />solar facilities in the Public Service, Recreation and Open Space, Industrial, and Industrial -Medium Future <br />Land Use Map (FLUM) designations. The proposed amendment aligns with Florida Statutes Section <br />163.32051 which aims overall at promoting renewable energy initiatives across the state. The Planning and <br />Zoning Commission, acting as the City's Land Planning Agency (LPA) voted to recommend approval of <br />Ordinance 24-1616 to the Commission at its meeting on November 13, 2024. The ordinance was approved <br />on first reading by the Commission on November 18, 2024. A detailed staff report containing the criteria <br />was provided to the City Commission in their agenda packets for review prior to the meeting. In response <br />to questions from the Commission, Ms. DeJesus advised that if approved, the solar facilities would be <br />located in areas that are designated industrial, industrial medium, recreation and open space and public <br />service. She explained that the standards had not yet been developed, but the first step was choosing the <br />future land use designations where they would be allowed and that was the purpose of this ordinance. She <br />added that the state was mandating this change to the Comprehensive Plan to allow for these types of <br />facilities, so the City had to determine where they could be located that would cause the least impact or <br />nuisance to surrounding areas. <br />Budget Impact: There is no budget impact to the City's budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 24-1616 on second and final reading. <br />
