Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 24-1612. Mayor Henson closed the public hearing relative to <br />Ordinance 24-1612. <br />MOTION: Commissioner Busch moved to adopt Ordinance 24-1612 on second and final <br />reading, as presented. Motion was seconded by Vice Mayor Aramendia. <br />Motion carried unanimously by voice vote 5-0. <br />D. Public Hearing: Second Reading of Ordinance 24-1615 — Amending the City's <br />Official Zoning Map to PMX-MID and Approving a PUD Agreement and Conceit <br />Plan at Southeast Corner of S.R. 436 and Oxford Road <br />The City Clerk read Ordinance 24-1615 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY'S <br />OFFICIAL ZONING MAP FROM CG (COMMERCIAL GENERAL) TO PMX-MID (PLANNED <br />MIXED-USE: MEDIUM RISE) FOR TWO PARCELS LOCATED AT THE SOUTHEAST <br />CORNER OF OXFORD ROAD AND STATE ROAD 436 IDENTIFIED AS PARCEL 17-21-30-510- <br />0000-OOIA AND PARCEL 17-21-30-510-0000-00113, TOTALING APPROXIMATELY 4.48 ACRES, <br />AS DESCRIBED IN SECTION I OF THIS ORDINANCE, AND APPROVING AN ASSOCIATED <br />PLANNED UNIT DEVELOPMENT (PUD) AGREEMENT AND CONCEPT PLAN FOR A <br />MULTITENANT COMMERCIAL DEVELOPMENT; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 24-1615 <br />was advertised in the Orlando Sentinel on Thursday, December 5, 2024. <br />Staff Presentation: Chief Planner Antonia DeJesus gave an overview of Ordinance 24-1615 which <br />amends the City's Official Zoning Map to PMX-MID (Planned Mixed Use: Medium Rise) for two (2) <br />parcels totaling approximately 4.48 acres generally located at the southeast corner of the intersection of S. <br />R. 436 and Oxford Road, including an associated Planned Unit Development (PUD) Agreement and a <br />Concept Plan. The subject property has a Major Thoroughfare Mixed Use (MTMU) future land use <br />designation and is located in both the Community Redevelopment District and the Oxford Park Overlay <br />District. The proposed PMX-MID zoning district is consistent with the MTMU and the ordinance is <br />accompanied by a Planned Unit Development (PUD) Agreement and Concept Plan for a multitenant retail <br />site consisting of a grocer and some quick service restaurants. The Planning and Zoning Commission, <br />acting as the City's Land Planning Agency (LPA) voted to recommend approval of Ordinance 24-1615 and <br />the related PUD Agreement and Concept Plan at its meeting on November 13, 2024. The ordinance was <br />approved on first reading by the Commission on November 18, 2024. A detailed staff report containing <br />the criteria was provided to the City Commission in their agenda packets for review prior to the meeting. <br />Budget Impact: There is no impact to the City's budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 24-1615 on second and final reading. <br />
