Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 24-1614. Mayor Henson closed the public hearing relative to <br />Ordinance 24-1614. <br />MOTION: Commissioner Divita moved to adopt Ordinance 24-1614 on second and final <br />reading, as amended to increase the board membership from five to seven <br />members. Motion was seconded by Commissioner Kirk. Motion carried <br />unanimously by voice vote 5-0. <br />C. Public Hearing: Second Reading of Ordinance 24-1612 — Amending City Code, <br />Chapter 14, Section 14-51, Permit Application and Section 14-54, Seasonal Sales; <br />Performance Criteria <br />The City Clerk read Ordinance 24-1612 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY OF <br />CASSELBERRY CODE OF ORDINANCES, CHAPTER 14, "AMUSEMENTS,", ARTICLE 1I, <br />"SPECIAL EVENTS, OPEN AIR SALES, OPEN AIR FOOD SALES, SEASONAL SALES, AND <br />TEMPORARY STRUCTURES", SECTION 14-51, "PERMIT APPLICATION" AND SECTION <br />14-54, "SEASONAL SALES; PERFORMANCE CRITERIA," TO REFINE RELATED RULES <br />AND REGULATIONS FOR SEASONAL SALES PERMITS TO ENSURE QUALITY, <br />EFFICIENT, AND SAFE EVENTS; PROVIDING FOR CODIFICATION, CONFLICTS, <br />SEVERABILITY, AND AN EFFCTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 24-1612 <br />was advertised in the Orlando Sentinel on Thursday, December 5, 2024. <br />Staff Presentation: Chief Planner Antonia DeJesus gave an overview of Ordinance 24-1612 which <br />amends City Code Chapter 14, Article I1, Division 3, Section 14-51, Permit Application, and Section 14- <br />54, Seasonal Sales; Performance Criteria, to update permission language and refine related rules and <br />regulations for seasonal sale permits. The ordinance was approved on first reading by the Commission on <br />November 18, 2024. A detailed staff report containing the criteria was provided to the City Commission <br />in their agenda packets for review prior to the meeting. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 24-1612 on second and final reading. <br />
