CASSELBERRY CITY COMMISSION <br />Minutes of December 16, 2024 — Regular Meeting <br />Page 12 of 21 <br />Recommendation: The City Manager, the Public Works Director, and the Conmrunity Development <br />Director recommended approval of Ordinance 24-1613 on second and final reading. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 24-1613. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 24-1613, Mayor Henson closed the public hearing relative to <br />Ordinance 24-1613. <br />MOTION: Vice Mayor Aramendia moved to adopt Ordinance 24-1613 on second and <br />final reading, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />B. Public Hearing: Second Reading of Ordinance 24-1614 — Amending City Code <br />Chapter 2, Updating the Membership and Duties of the Parks and Recreation <br />Advisory Board <br />The City Clerk read Ordinance 24-1614 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING PART II OF <br />THE CITY CODE OF ORDINANCES, CHAPTER 2, ADMINISTRATION, ARTICLE IV, <br />BOARDS, COMMITTEES AND COMMISSIONS, DIVISION 3, PARKS AND RECREATION <br />ADVISORY BOARD, TO UPDATE THE MEMBERSHIP AND DUTIES OF THE PARKS AND <br />RECREATION ADVISORY BOARD INCLUDING ADDING TREE BOARD DUTIES TO THE <br />PARKS AND RECREATION ADVISORY BOARD; PROVIDING FOR CODIFICATION, <br />CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 24-1614 <br />was advertised in the Orlando Sentinel on Thursday, December 5, 2024. <br />Staff Presentation: Public Works Director Dr. Kelly Brock gave an overview of Ordinance 24-1614 which <br />amends City Code Chapter 2 regarding the Parks and Recreation Advisory Board to update duties and add <br />tree board duties and is the companion ordinance to Ordinance 24-1613 just adopted by the Commission in <br />the preceding agenda item. Ordinance 24-1614 updates the Parks and Recreation Advisory Board's duties <br />to include matters concerning trees in public areas or for public benefit and effectively takes over those <br />duties previously associated with the City Tree Advisory Committee, especially those related to the City's <br />Adopt -a -Tree Program. The ordinance also cleans up some other items and standardizes language; removes <br />the annual reporting requirement and removes the alternate member. The ordinance was approved on first <br />reading by the Commission on November 18, 2024 and the agenda packet has no changes; however, staff <br />does have one recommendation that was missed when the ordinance was initially written, and that is a <br />recommendation to change the number of Parks and Recreation Advisory Board members from five (5) to <br />seven (7). This would be a simple edit in the ordinance and staff recommends approval of the ordinance <br />with the proposed change from five (5) to seven (7) members. The reasoning for that proposed change is <br />that by removing the CTAC (City Tree Advisory Committee) altogether, that effectively removed at least <br />one citizen representation, and it would be potentially expanding that representation if a couple more seats <br />were added to the board to improve resident input on trees and parks in general. In response to a question <br />to the City Attorney whether that change would present any problems, Ms. Eick indicated it would not. <br />
