CASSCLBCRRY CITY COMMISSION
Minutes of October 28, 2024 — Regular Meeting
Page 10 of 12
13. CITIZENS' COMMENTS
Mayor Henson announced that persons wishing to make comment or make inquiry on any matter not on
the agenda, may request to be recognized during Citizens' Comments. Mayor Henson announced the rules
of decorum. The following individual came forward.
1. Nathan Skop (did not provide address), stated his address was protected and lie was an attorney
and a former Commissioner on the Florida Public Service Commission. He expressed concerns
about the City's municipal sign ordinance as it relates to political signs and requested that the
Commission consider relaxing enforcement of its sign regulations during election periods,
especially in the rights-of-way in the areas of early voting and polling locations.
No one else came forward.
14. CITY MANAGER'S REPORT
A. Procurement Information Report for the Period September 1, 2024 through
September 30, 2024
Mr. Newlon advised that the Procurement Information Report for the month of September 2024 was
contained in tile Commissioners' agenda packets for review. He noted that the report contained information
about minor contracts that were issued under delegated authority of staff during this period.
Gave a brief update on the status of the storm recovery efforts since Hurricane Milton. The
Declaration of Emergency was extended an additional two weeks but was allowed to expire on
October 01', as there did not appear to be a need to keep it active. A debris collection site was
set up at Sunnytown Park, not at Hole No. 6 of the golf course as had been done in the past,
and that site appears to be working well. Collections began on Saturday, October 19` and it
was reported after eight days that 4,361 cubic yards of debris had been collected. It is believed
that debris collection efforts are approaching the halfway point, and work will continue seven
days a week until all debris has been collected. Mr. Newlon noted that there were two teams
the City was able to engage to perform debris collection in the City, which he felt was a good
thing based on the difficulties others are having getting companies to perform this service due
to the great need throughout the state. It was noted that any debris that has been put in plastic
bags or containers would have to be picked up by the City's solid waste provider, Waste Pro,
but they were also overwhelmed and would be getting those picked up as soon as possible. Mr.
Newlon stated that since there was so much debris, it would take a while longer to clear it all,
and he asked that residents please be patient with the process.
