Mr. McFerrin pointed out that <br />ingress/egress will be from Belle Avenue, to ensure the City remains within its <br />jurisdictional boundaries. Christopher Schmidt, Community Development Director, <br />subsequently addressed the Commission and stated the City had not spoken to Winter <br />Springs about accessing their roads, adding that there is no plan to ask. <br />3. Adrian Wainscott, of Willow Way, Winter Springs, FL stated that they are bound by the <br />City of Winter Springs and her neighborhood to have single -story, single-family homes. <br />She stated that this proposal will "jam two story townhomes in between all the one-story <br />homes, which feels invasive to privacy." <br />MOTION: Mr. Minnis moved that the Planning and Zoning Commission, as the <br />City's Local Planning Agency, recommend approval of case number <br />FLU 24-01, an Ordinance which amends the City's Future Land Use <br />Map to Medium Density Residential (MDR) for one parcel generally <br />located east of 1085 Belle Avenue along and unimproved right-of-way <br />(David Drive), to the City Commission based on the staff report and <br />the testimony and evidence presented, that the request meets the <br />applicable provisions of the Unified Land Development Regulations <br />(ULDR) and is consistent with the City's Comprehensive Plan as per <br />the written findings in the staff report. Mr. Bryan seconded the motion. <br />The motion passed unanimously by voice vote. <br />9. Public Hearings <br />A. TA 24-01: An Ordinance to Amend Section 3-16.4, On -Premises Temporary Sign <br />Regulations, of the City's Unified Land Development Regulations. <br />Staff Presentation: Antonia DeJesus, Chief Planner, presented TA 24-01 - an Ordinance to <br />Amend Section 3-16.4, On -Premises Temporary Sign Regulations, of the City's Unified Land <br />Development Regulations (ULDR). Notice of this public hearing was advertised in the Orlando <br />Sentinel on December 29, 2023. She began by noting that the City recognizes the need to review <br />and modify existing regulations. In this instance, it is to clarify requirements for signs with <br />commercial messaging and those with non-commercial messaging. Also, to improve the <br />application and regulatory process for both residents and business owners. <br />She went onto to clarify that temporary signs with commercial messaging must register with the <br />city, but there is no fee. Also, signs with non-commercial messages do not require registration, and <br />there is no fee. Adapting to changed circumstances with the new online permitting software, <br />(Citizenserve) the application process will become timelier and more efficient for the applicant, <br />allowing for online payment and registration. This eliminates the need for someone to come into <br />city hall, as well as cuts down on administrative costs associated with processing in-person <br />applications. <br />The presentation went onto clarify what is considered commercial signage.
