Examples <br />included signs noting things like hiring notices, grand openings, clearance or seasonal sales, <br />business services, special operating hours. This considered, non-commercial signs are those not <br />limited to advertising a commercial establishment, product, service or form of entertainment for <br />purchase or rent. Examples provided included signs promoting things like gratitude for service <br />workers, congratulations for recent graduates or birthdays, campaign signage, traffic calming <br />warnings, holiday messages, social or civic -related. <br />The proposed changes include: <br />1. Treating PMX zoning districts as commercial for temporary signage. <br />2. Clarifying the maximum number of temporary signs allowed, which will have commercial <br />messaging. <br />3. Limiting commercial signs in residential areas. <br />4. Reducing the maximum size of signs for redeveloping commercial properties since <br />businesses are moving closer to the road, making 50 sq. ft. unnecessary. <br />Additionally, for commercial signage in residential areas, the distance between signs will be <br />reduced, and the total sign area will be aligned with the maximum sign size. <br />Staff recommends that the Planning and Zoning Commission provide a favorable recommendation <br />to the City Commission for TA 24-01 to provide amendments to ULDR Section 3-16.4, "On - <br />Premises Temporary Sign Regulations," based on the staff report and the testimony and evidence <br />presented, that the request meets the applicableprovisions of the ULDR and is consistent with the <br />City's Comprehensive Plan as per the written findings in the staff report. <br />Discussion: Members of the Planning and Zoning Commission asked questions of staff for case <br />number TA 24-01. Mr. Bryan asked what prompted this request to come to the Commission. Ms. <br />DeJesus stated that the Community Development Department recently launched Building Permits <br />online, earlier in 2023, and the Planning Division just launched their development applications <br />online. The fee for temporary signs is codified in the City Code and with the new system coming, <br />it doesn't make sense to continue charging an administrative cost that is not the same anymore. <br />Commercial signage would need to register with no fee, while non-commercial messaging requires <br />no fee and does not need to register. Chairman Bakalla asked how the number of days will be <br />enforced and who would be responsible for applying for the sign. <br />Audience Participation: Chairman Bakalla asked if there was anyone in the audience that wanted <br />to speak about this item. No one was present to speak about this item. <br />MOTION: Ms. Stanley moved that the Planning and Zoning Commission, as the <br />City's Local Planning Agency, recommend approval of case number <br />TA 24-01, an Ordinance which amends ULDR Section 3-16.4., "On - <br />Premises Temporary Sign Regulations," to the City Commission based <br />on the staff report and the testimony and evidence presented, that the <br />request meets the applicable provisions of the ULDR and is consistent <br />with the City's Comprehensive Plan as per the written findings in the <br />
