An extension request may be <br />submitted prior to the expiration of this approval. <br />2. The applicant shall ensure that the landscaping along S. R. 436 is maintained in <br />perpetuity for screening purposes. <br />3. Additional on-site lighting shall not be installed without review and approval of a <br />proposed photometric plan by the City's Planning Division. <br />4. Provide copies of all local, regional, state, and federal permits for the project to <br />the City prior to commencement of development. <br />S. All of the above conditions shall be fully and faithfully executed, or the site plan <br />shall become null and void. <br />Discussion: Chairman Bakalla asked if the applicant would come forward. Mr. Aaron Moore, <br />500 West Fulton Street, Sanford, FL came forward and briefly addressed the Planning and <br />Zoning Commission. <br />Audience participation: No one came forward to address this item. <br />MOTION: Mr. Minnis moved to approve SPR 23-19, Major Site Plan Approval at <br />1393 S.R. 436 based upon the staff report and the testimony and evidence <br />presented that the request meets the applicable provisions of the City <br />Code of Ordinances and the Unified Land Development Regulations and <br />is consistent with the Comprehensive Plan as per the written findings <br />contained within the staff report, subject to conditions 1-5. Motion was <br />seconded by Mr. Kirk. The motion passed unanimously by voice vote. <br />9. Future Land Use Change and Rezoning Application <br />No items were presented on this agenda. <br />s. LPA 23-02: An Ordinance to Amend the City's Unified Land Development <br />Regulations (ULDR) to Provide Standards for Multifamily Developments and <br />Address the 2023 Live Local Act <br />Staff Presentation: Chief Planner Antonia DeJesus presented to the Planning and Zoning <br />Commission case number LPA 23-02. She first stated that the City of Casselberry continuously <br />monitors upcoming and pending legislative changes and evaluates their potential impact. After <br />careful consideration, the City may revise its ULDR as necessary to provide appropriate <br />regulations for development and zoning within the City. The City recognizes the need for <br />affordable housing, but the ULDR currently does not contemplate or address the recently adopted <br />
