Additional on-site lighting shall not be installed without a review of a proposed <br />photometric plan by the City's Planning Division. <br />5. Provide copies of all local, regional, state, and federal permits for the project to <br />the City before commencement of development. <br />6. All above conditions shall be fully and,faithfully executed, or the site plan shall <br />become null and void. <br />Discussion: Members of the Planning and Zoning Commission asked questions of staff and <br />applicant for case SPR 22-16. Chairman Bakalla asked the applicant to come forward. Ana Roosen, <br />1450 Seminola Boulevard, Casselberry, Florida came forward and addressed the Commission. <br />Audience Participation: Chairman Bakalla asked if there was anyone in the audience to speak <br />about this item. No one came forward to speak about this item. <br />MOTION: Mr. Minnis moved to approve SPR 22-16 based upon the staff report and <br />the testimony and evidence presented, that the request meets the <br />applicable provisions of the City Code of Ordinances and the Unified <br />Land Development Regulations (ULDR) and is consistent with the <br />Comprehensive Plan as per the written findings contained within the <br />staff report, subject to conditions 1-6. Motion was seconded by Mr. Kirk. <br />The motion passed unanimously by voice vote. <br />B. SPR 23-20: Major Site Plan for Industrial Warehouse Located at 960 Belle Avenue. <br />Staff Presentation: Matthew Linder, Planner I, presented case number SPR 23-20 to the Planning <br />and Zoning Commission: a site plan review application for the TMJ Office located at 960 Belle <br />Avenue. The subject parcel is located along Belle Avenue, which hosts many other industrial and <br />warehousing projects. The subject property has a zoning designation of (I) Industrial with a Future <br />Land Use Map (FLUM) designation of Industrial (I); it is not part of any overlay districts. The <br />project was previously approved by Planning and Zoning Commission on February 10, 2021, as <br />part of SPR 19-18. The site plan has since expired, and as such, the applicant has resubmitted the <br />application for approval. <br />The site plan for the project was shown, with the proposed building in light gray surrounded by a <br />parking lot and drive isles. It was noted that there is also space allocated for phase 2 — future <br />development. Further, the site plan includes a master stormwater retention pond to accommodate <br />for Phase 2. The I (Industrial) zoning permits the use of "Business and professional offices" and <br />"warehousing." The proposed project meets all setbacks and buffer requirements. It also meets <br />floor -to -area -ratio (FAR), Impervious Surface Ratio (ISR), and height requirements. The <br />elevations depicting the fagade are compatible and harmonious with the surrounding area. The <br />applicant has not provided a photometric plan as no new lighting is being proposed. The site is <br />currently clear of any trees. This considered, the proposed landscape plan includes the addition of <br />both canopy trees and shrubs to meet the minimum buffer and landscaping requirements. There is <br />no new signage being proposed with this project and the parking requirements have been met. <br />
