Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />December 13, 2023 <br />Page 8 <br />Staff recommends that the Planning and Zoning Commission approve case number SPR 23-20, <br />based on the staff report and the testimony and evidence presented, that the request meets the <br />applicable provisions of the City's Unified Land Development Regulations (ULDR) and is <br />consistent with the Comprehensive Plan as per the written findings in the staff report. The <br />conditions of approval are as follows: <br />1. The site plan approval shall be valid for one (1) year An extension request may be <br />submitted before the expiration of this approval. <br />2. No outdoor storage is permitted on site. <br />3. All waste and other environmental material shall be stored and disposed of <br />offsite. <br />4. Additional on-site lighting shall not be installed without a review of a proposed <br />photometric plan by the City's Planning Division. <br />5. Provide copies of all local, regional, state, and federal permits for the project to <br />the City before commencement of development. <br />6. All above conditions shall be fully and faithfully executed, or the site plan shall <br />become null and void. <br />Discussion: Members of the Planning and Zoning Commission first asked questions of staff for <br />case number SPR 23-20. Chairman Bakalla then asked the applicant to come forward. Jake <br />Welding and Marina Welding (on behalf of the applicant James Todd Welding) of 1694 Timocuan <br />Way, Longwood, Florida, came forward and briefly addressed the Commission. <br />Audience Participation: Chairman Edmund asked if there was anyone in the audience to speak <br />about this item. No one came forward to speak about this item. <br />MOTION: Ms. Stanley moved to approve SPR 23-20 based upon the staff report <br />and the testimony and evidence presented, that the request meets the <br />applicable provisions of the City Code of Ordinances and the Unified <br />Land Development Regulations (ULDR) and is consistent with the <br />Comprehensive Plan as per the written findings contained within the <br />staff report, subject to conditions 1-6. Mr. Kirk seconded the motion. <br />The motion passed unanimously by voice vote. <br />8. Future Land Use Change and Rezoning Amendments <br />A. ZB 21-04: Slovak Garden Amended PUD Agreement and Concept Plan Located at <br />3110 Howell Branch Road and 3128 Orava Lane. <br />Staff Presentation: Antonia DeJesus, Chief Planner, presented a request to modify an existing <br />Planned Unit Development (PUD) agreement (ZB 21-04) for Slovak Garden. The requested <br />amendment is to provide for the second phase of development for two parcels located at 3110 <br />Howell Branch Road and 3128 Orava Lane. The subject properties are located at the southwest <br />corner of Howell Branch Road and Jergo Road. The combined size of the parcels are 7.25 acres, <br />which are in the PRD (Planned Residential District) zoning district with a Future Land Use Map <br />
