Motion was seconded by Ms. Stanley. The motion <br />passed unanimously by voice vote. <br />7. Site Plan Applications <br />A. SPR 22-16: Major Site Plan for Katrina Lakefront Maintenance Located at 1450 <br />Seminola Boulevard. <br />Staff Presentation: Matthew Linder, Planner I, presented case number SPR 22-16 to the Planning <br />and Zoning Commission: a site plan review application for Karina's Lakefront Maintenance <br />located at 1450 Seminola Boulevard. The subject has a zoning designation of CG (Commercial <br />General) with a Future Land Use Map (FLUM) of Commercial (COMM); it is not part of any <br />overlay districts. The business is a lakefront restoration and maintenance company which removes <br />undesired lake growth and debris. The business employs twelve to fourteen staff members who all <br />arrive in the morning, and then all but four office staff are dispatched to do their daily work and <br />return in the afternoon. Besides dispatching staff in the morning and returning in the evening the <br />site will operate as an office. The parking lot is south of the office and/or Seminola Boulevard. The <br />zoning of the subject property will remain unchanged as CG (Commercial General) with a <br />Commercial future land use. This zoning district requires an approved conditional use to operate <br />Trades and Skilled Services. <br />The proposed project meets all setbacks and buffer requirements. The proposed height is under the <br />maximum height limit, the impervious area is significantly under the maximum allowed, and the <br />Floor to Area Ratio (FAR) is minimal at just over .03. The fagade is compatible and harmonious <br />with the surrounding area. The applicant has not provided a photometric plan as no new lighting <br />is being proposed. Landscaping has been greatly improved with the addition of both canopy trees <br />and shrubs to meet the minimum buffer and landscaping requirements. The proposed landscape <br />plan satisfies all landscaping requirements and there is no new signage being proposed with this <br />project. The proposed project offers double the amount of parking than what is required. Parking <br />will be behind the office for the equipment and trucks needed for the business. There are four <br />parking spots in front of the office for customers, two of which are ADA -accessible. <br />Staff recommends that the Planning and Zoning Commission approve case number SPR 22-16 <br />based on the staff report and the testimony and evidence presented, that the request meets the <br />applicable provisions of the City's Unified Land Development Regulations (ULDR) and is <br />consistent with the Comprehensive Plan as per the written findings in the staff report. The <br />conditions of approval are as follows: <br />1. The site plan approval shall be valid for one (1) year: An extension request may be <br />submitted before the expiration of this approval. <br />2. No outdoor storage is permitted on site. <br />3. All waste and other environmental material shall be stored and disposed of <br />offsite. <br />
