Resolution 24-3470 — Confirming Emergency Order No. 2024-003 Waiving
Certain Building Permit Fees Due to Hurricane Milton
The City Clerk read Resolution 24-3470 by title, as follows:
"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, CONFIRMING
EMERGENCY ORDER 2024-003 ISSUED BY THE CITY MANAGER DUE TO HURRICANE
MILTON TEMPORARILY WAIVING CERTAIN BUILDING PERMIT FEES; PROVIDING FOR
AN EFFECTIVE DATE."
Staff Presentation: Resolution 24-3470 confirms Emergency Order No. 2024-003 Waiving Certain
Building Permit Fees Due to Hurricane Milton effective October 13, 2024 at 10:07 p.m. This order waives
building and inspection fees associated with repairs for damage caused by Hurricane Milton including, but
not limited to, fence repairs, roof repairs, re -roofing, electrical repairs, service changes, or the replacement
of one window or one door. City Manager Randy Newlon advised that lie had spoken to the substance of
Resolution 24-3470 regarding waiver of certain building permit fees related to Hurricane Milton in his
earlier presentation for Resolution 24-3469 confirming his Declaration of Local State of Emergency but
was available for any questions or comments from the City Commission regarding this item. Commissioner
Albritton inquired whether the City should consider enacting an ordinance which would track the statute
now in place related to waiver of permit fees for a period of time if related to a declared emergency which
could then be relied on for any future weather emergencies or disasters. Mr. Newlon advised that he
certainly would take any feedback from the Commission regarding the future potential to do that; however,
at this tirne, Commission action was only being requested for this particular instance related to Hurricane
Milton.
Audience Participation: The following individual came forward to address Resolution 24-3470.
1. John Morrissey, 3905 Woodglade Cove, Winter Park (unincorporated Serninole County),
thanked the City Commission for waiving the permit fees for some hurricane related repairs,
but expressed his opinion that there were many homeowner construction projects and repairs
