CASSELBERRY CITY COMMISSION <br />Minutes of October 14, 2024 — Regular Meeting <br />Page 8 of 12 <br />but only nine actually lost power during the event, and generators were deployed Thursday morning and <br />those lift stations were quickly reactivated. Trees and debris were pushed off streets, cleanup was started <br />at City facilities and parks and all roads blocked by trees were cleared on Thursday, October 10"'. Teams <br />were sent out to perform damage assessments of public infrastructure and private property and this <br />information was routed through Seminole County Emergency Management and on to FEMA (Federal <br />Emergency Management Agency) and notification was made to the City's debris collection contractor to <br />proceed with bringing in resources to start pickup of debris. A kickoff meeting will occur Wednesday, <br />October 16`i' after which more information will be shared. The debris will be taken to the golf course (Hole <br />#6, Park Drive) where it has been before to be reduced and then transported for final disposal, and the golf <br />course will be fully restored when work is completed. So far, the City has experienced no known major <br />infrastructure damage and no water main breaks, and with the restoration of power, businesses quickly <br />returned, and parks were reopened Friday, October 11 ri'. The Preliminary Damage Assessment estimate for <br />the City of Casselberry is $111,526. In comparison to Hurricane Ian where the initial estimate was <br />$1,542,223, the City fared very well. Florida Statutes now provide that following a state of emergency <br />local governments impacted shall approve special processing procedures to expedite permit issuance for <br />permits that do not require technical review and may waive application and inspection fees for permits <br />expedited under that section. These permits may include fence and major roof repairs. Emergency related <br />permit applications can be made online twenty-four (24) hours a day, seven (7) days a week, and permits <br />with completed applications will be issued in one (1) business day. Confirmation of Emergency Order <br />2024-003 waiving certain building permit fees for ninety (90) days is being brought forward for <br />Commission approval via Resolution 24-3470 in the next agenda item. <br />Mr. Newlon specifically thanked Police Chief Larry Krantz for acting as Incident Commander leading the <br />emergency response, and all those City staff who worked before, during, and after the storm, and who will <br />continue to work on the recovery from Hurricane Milton. Chief Krantz added that he also felt staff was to <br />be commended for their tremendous work and professional and can -do attitudes in the preparation before <br />the storm and during and after the storm. He noted that the City had been very well prepared for any <br />incident that might have occurred, but he was thankful that it had not been as impactful to the City as was <br />thought it might have been. <br />Discussion: A brief discussion ensued which included a suggestion from Chief Krantz that the City look <br />into a weather station to be placed at the Police Headquarters so those manning the EOC (Emergency <br />Operations Center) for future storin events would have direct access to weather conditions specifically in <br />the Casselberry area; the need to sure clarity in communications put out to the public during storm events; <br />and the importance of having equipment and personnel put into place in advance of the storm to allow for <br />the best possible response. The Commission as a whole again expressed appreciation for how staff had <br />responded before, during, and after the storm, and especially for the sacrifices they had made in having to <br />prepare ahead of the storm for the safety of their own families and property in order to be able to serve the <br />citizens in the Emergency Operations Center. <br />BA #25-002 <br />Explanation of Request: This budget amendment seeks City Commission approval to provide funding <br />for preventive measures for Hurricane Milton in the amount of $1,000,000. <br />
