CASSELBERRY CITY COMMISSION <br />Minutes of October 14, 2024 — Regular Meeting <br />Page 7 of 12 <br />9. RESOLUTIONS <br />A. Resolution 24-3469 — Confirming the Declaration of Local State of Emergency <br />for the City of Casselberry for Hurricane Milton and Approval of Related Budget <br />Amendment #25-002 <br />The City Clerk read Resolution 24-3469 by title, as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, CONFIRMING THE <br />DECLARATION OF LOCAL STATE OF WEATHER EMERGENCY BY THE CITY MANAGER <br />DUE TO HURRICANE MILTON; AUTHORIZING THE EXERCISE OF EMERGENCY <br />MANAGEMENT PROCEDURES IN ORDER TO PROTECT THE HEALTH, SAFETY, AND <br />WELFARE OF THE CITIZENS OF CASSELBERRY, MEMBERS OF THE GENERAL PUBLIC, <br />AND CITY EMPLOYEES; PROVIDING FOR AN EFFECTIVE DATE." <br />Staff Presentation: Resolution 24-3469 confirms the Declaration of a Local State of Public Weather <br />Emergency due to Hurricane Milton which was declared at 12:00 p.m. on October 6, 2024 by the City <br />Manager which was authorized for seven (7) days and then extended for an additional seven (7) days to <br />October 20, 2024. If adopted, Resolution 24-3469 would allow the City Manager to continue to extend the <br />State of Emergency in seven (7) day increments, as needed. Also being presented for consideration is <br />related Budget Amendment #25-002 which will provide funding for storm recovery operations in the <br />amount of $1,000,000. <br />City Manager Randy Newlon, with input from Police Chief Larry Krantz, provided an update on the impacts <br />of Hurricane Milton and recovery efforts by staff which included declaration of a State of Emergency by <br />the City Manager on Sunday, October 6, 2024 which was authorized for seven (7) days and then extended <br />for an additional seven (7) days to October 20, 2024; opening the Gee Creek weir to allow City lake levels <br />to draw down and create more storage; inspection and clearing of storm drains and temporary removal of <br />fish screens; securing of City facilities and construction sites; closing of City Hall and other City facilities <br />October 9°i and 10t"; placement of key staff at water plants, the reclamation facility and the Public Works <br />complex; placement and activation of emergency generators to many lift stations; staging of generators at <br />key traffic signals; designation of Police Chief Larry Krantz as Incident Commander to lead the emergency <br />response; opening of the Emergency Operations Center (EOC) on Wednesday, October 9t1i at 4:00 p.m. and <br />staffing with personnel divided into alternating 12 -hour day and night shifts; providing support for <br />Planning, Logistics, IT (Information Technology), GIS (Geographic Information System), Finance and <br />Procurement; deployment of all Police squads for both days and nights to patrol, creating a massive <br />presence to respond to calls for service and to discourage crime that might be drawn to closed businesses <br />without power and alarm systems; constant posting and updating of information to the City's website and <br />social media sites; and deployment of staff, when safe, to assess damage and intervene where possible. It <br />is estimated that the storm brought approximately 10 inches of rain which strained stormwater infrastructure <br />and caused some standing water and limited flooding in Summerloch Green. Water elevation at the Gee <br />Creek weir peaked at 52.29 inches Thursday afternoon and began to recede Thursday evening. The <br />wastewater distribution system was challenged to provide for conveyance, storage, and treatment of <br />wastewater. Infiltration of groundwater was a factor which increased flows. Limited spills did occur at the <br />Marigold lift station and the water reclamation facility, and those have been reported to the Florida <br />Department of Environmental Protection (FDEP).
