CASSELBERRY CITY COMMISSION <br />Minutes of September 23, 2024 — Regular Meeting <br />Page 17 of 21 <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY PROVIDING FOR A CHANGE OF THE <br />OFFICIAL ZONING MAP FROM R-9 (LOW DENSITY SINGLE-FAMILY RESIDENTIAL) TO <br />RMF -13 (MEDIUM DENSITY MULTIFAMILY) FOR ONE PARCEL, TOTALING <br />APPROXIMATELY 2.79 ACRES, LOCATED AT 210 NE TRIPLET DRIVE, AS DESCRIBED IN <br />SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Staff Presentation: Planner I Matt Linder stated that Ordinance 24-1611 amends the official zoning <br />classification for one (1) parcel located at 210 NE Triplet Drive (parcel ID 09-21-30-506-0400-0010) from <br />R-9 (Low Density Single -Family Residential) to RMF -13 (Medium Density Multifamily). The subject <br />property is approximately 2.79 acres and currently has a Future Land Use Map (FLUM) designation of <br />LDR (Low Density Residential) with R-9 (Low Density Single -Family) zoning. The applicant has <br />expressed an interest in developing the subject property with multifamily units similar to the surrounding <br />multifamily developments, and staff has advised them of the required land entitlement changes. The <br />applicant has also applied for a corresponding Future Land Use Map (FLUM) amendment to Medium <br />Density Residential (MDR), which is consistent with the requested RMF -13 zoning designation per the <br />City's Comprehensive Plan. The Planning and Zoning Commission, acting as the City's Local Planning <br />Agency (LPA) voted 6-1 at its meeting on August 14, 2024 to recommend approval of this ordinance to the <br />City Commission. The request to amend the official zoning classification for the subject property from R- <br />9 (Low Density Single -Family) to RMF -13 (Medium Density Multifamily) is consistent with the City's <br />Comprehensive Plan and proposed MDR FLUM designation and compatible with the surrounding mix of <br />land uses and zoning districts. The Seminole County School Board has provided a School Impact Analysis <br />School Capacity Determination indicating any generated students could be accommodated based on the <br />maximum density of the proposed Medium Density Residential (MDR) Future Land Use Designation. <br />Police Services are provided for the subject property by the City of Casselberry, and fire services are <br />provided by Seminole County. Vehicular and pedestrian access will be provided via Triplet Drive and Hill <br />Street. Capacity for water and sanitary sewer services will be confirmed prior to the proposed amendment's <br />adoption hearing. The proposed amendment is not anticipated to affect the natural environment or the local <br />economy negatively. All plans to develop the subject property will be reviewed and shall adhere to the <br />requirements of the City's Unified Land Development Regulations (ULDR) and Code of Ordinances. <br />Further, no site modifications or changes of use are proposed to the subject property at this time; however, <br />any future plans to redevelop the subject property will be reviewed accordingly and shall adhere to the <br />requirements of the City's ULDR and Code of Ordinances. <br />Budget Impact: There is no impact on the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 24-1611 on first reading. <br />Audience Participation: The following individuals came forward to address Ordinance 24-1611. <br />1. Jessica Ganson, 224 Hill Street, spoke in opposition to Ordinance 24-1611. <br />2. Karen Hulbert, 410 Iris Road, asked for clarification on the location of the subject property and <br />was advised by the City Manager that she could speak with Mr. Linder outside of the meeting <br />
