CASSELRERRY CITY COMMISSION <br />Minutes of September 9, 2024 — Regular Meeting <br />Page 7 of 16 <br />FY 2025-2029 Transportation Improvement Program (TIP). The Winter Park Drive project was identified <br />as a high priority, and although there was some federal funding available for design and construction it <br />would not be enough to do the entire corridor at once. Therefore, high priority segments were identified, <br />and this Phase I segment from Marigold Road to Seminola Boulevard is one of the highest priorities <br />identified by the City Commission due to its proximity to the schools and the need for some safety <br />improvements. FDOT has provided the City with a Local Agency Program (LAP) agreement to assist with <br />professional design services related to the Winter Park Drive — Phase 1 Project which commits federal <br />funding in the amount of $870,000 and requires a local match of $46,459. This federal funding is for State <br />Fiscal Year 2025, and then construction funding is in place for State Fiscal Year 2027. The City recently <br />advertised and received six (6) submittals for design of this project and is currently entering the negotiation <br />phase with the top-ranked firm and it is hoped staff will bring the actual award of bid for design in January <br />2025, at which time final costs will have been determined. Iu response to a question from the Conmiission, <br />Dr. Brock clarified that the local match was not required by the federal government but was due to staff <br />realizing that the cost would be more than the federal funding, and also that there were utility improvements <br />needed that could not be covered by the federal funds. The City has budgeted for the utility improvements <br />in the FY 2025 proposed budget, but would also have to cover any shortfall, which will be presented with <br />the final award of bid for the project and any associated budget amendment in January. <br />Budget Impact: Execution of the LAP Agreement does not negatively impact the City's current budget. <br />However, once a consultant has been selected to perform design work, a budget amendment will be brought <br />forward in Fiscal Year 2025, as needed, with local option gas tax or sales tax as potential funding sources <br />for the City's local share. <br />Recommendation: The City Manager and the Public Works & Utilities Director recommended approval <br />of Resolution 24-3457. <br />Audience Participation: No one came forward to address Resolution 24-3457. <br />MOTION: Commissioner Busch moved to approve Resolution 24-3457, as presented. <br />Motion was seconded by Vice Mayor Aramendia. Motion carried unanimously <br />by voice vote 5-0. <br />10. FIRST READING OF ORDINANCES <br />A.
