BERRY CITY COMMISSION <br />Minutes of September 9,2024 — Regular Meeting <br />Pagc 6 of 16 <br />Recommendation: The City Manager and the Public Works & Utilities Director recommended approval <br />of the purchase of a sewage pump for the Water Reclamation Facility and related Budget Amendment #24- <br />058. <br />Audience Participation: No one came forward to address the Consent Agenda. <br />MOTION: Vice Mayor Aramendia moved to approve the Consent Agenda, as presented. <br />Motion was seconded by Commissioner Busch. Motion carried unanimously by <br />voice vote 5-0. <br />S. DISCUSSION ITEMS <br />A. Future Agenda Items <br />Commissioner Divita inquired whether there could be further discussion on the project that involves the <br />closing of Palm Drive since there had been so many concerns expressed by residents. After a brief <br />discussion, the Commission agreed by consensus to direct the City Manager to schedule a workshop for the <br />purpose of having staff refresh the Commission on the vision behind the project design and current status <br />of the project, and a discussion on whether there were potential solutions to some of the residents' concerns. <br />9. RESOLUTIONS <br />A. Resolution 24-3457 — Local Agency Program Agreement with Florida Department <br />of Transportation for Winter Park Drive Complete Street Improvements Phase 1 <br />The City Clerk read Resolution 24-3457 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF A LOCAL AGENCY <br />PROGRAM AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF <br />TRANSPORTATION FOR THE DESIGN OF WINTER PARK DRIVE COMPLETE STREET <br />IMPROVEMENTS PHASE 1 (MARIGOLD TO SEMINOLA) PROJECT; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: Public Works & Utilities Director Kelly Brock gave an overview of Resolution 24- <br />3457 which authorizes a Local Agency Program Agreement with the Florida Department of Transportation <br />(FDOT) for Project 446493-2-38-01 for Winter Park Drive Complete Street Improvements Phase 1 <br />(Marigold to Seminola) Project. In support of the City's goal to become "the most walkable, rollable, and <br />bikeable city in Central Florida by 2040" the City applied for and obtained federal funding for a complete <br />street study to analyze the feasibility of improving Winter Park Drive from Red Bug Lake Road to State <br />Road 436 which was completed by the City's consultant Fehr and Peers in early 2023 after receiving <br />feedback from the City Commission. This study was the basis for inclusion of Winter Park Drive in <br />Metroplan Orlando's (MPO) Prioritized Project List, FDOT's FY 2025-29 Work Program, and later MPO's <br />
