CASSCI. BERRY CITY COMMISSION Minutes of September 9,2024 — Regular Meeting Pagc 6 of 16 Recommendation: The City Manager and the Public Works & Utilities Director recommended approval of the purchase of a sewage pump for the Water Reclamation Facility and related Budget Amendment #24- 058. Audience Participation: No one came forward to address the Consent Agenda. MOTION: Vice Mayor Aramendia moved to approve the Consent Agenda, as presented. Motion was seconded by Commissioner Busch. Motion carried unanimously by voice vote 5-0. S. DISCUSSION ITEMS A. Future Agenda Items Commissioner Divita inquired whether there could be further discussion on the project that involves the closing of Palm Drive since there had been so many concerns expressed by residents. After a brief discussion, the Commission agreed by consensus to direct the City Manager to schedule a workshop for the purpose of having staff refresh the Commission on the vision behind the project design and current status of the project, and a discussion on whether there were potential solutions to some of the residents' concerns. 9. RESOLUTIONS A. Resolution 24-3457 — Local Agency Program Agreement with Florida Department of Transportation for Winter Park Drive Complete Street Improvements Phase 1 The City Clerk read Resolution 24-3457 by title, as follows: "A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF A LOCAL AGENCY PROGRAM AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION FOR THE DESIGN OF WINTER PARK DRIVE COMPLETE STREET IMPROVEMENTS PHASE 1 (MARIGOLD TO SEMINOLA) PROJECT; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Staff Presentation: Public Works & Utilities Director Kelly Brock gave an overview of Resolution 24- 3457 which authorizes a Local Agency Program Agreement with the Florida Department of Transportation (FDOT) for Project 446493-2-38-01 for Winter Park Drive Complete Street Improvements Phase 1 (Marigold to Seminola) Project. In support of the City's goal to become "the most walkable, rollable, and bikeable city in Central Florida by 2040" the City applied for and obtained federal funding for a complete street study to analyze the feasibility of improving Winter Park Drive from Red Bug Lake Road to State Road 436 which was completed by the City's consultant Fehr and Peers in early 2023 after receiving feedback from the City Commission. This study was the basis for inclusion of Winter Park Drive in Metroplan Orlando's (MPO) Prioritized Project List, FDOT's FY 2025-29 Work Program, and later MPO's
