Budget Amendment BA #09-015 accomplishes the rollover and rebudgeting of $10,000 <br />appropriated in FY 2008 for public art. <br />Recommendation: The City Manager, Administrative Services Director, and the Community Development <br />Director recommended approval of Resolution 08-1975 and related Budget Amendment BA #09-015. <br />BA #09-015: <br />Explanation of Request: Amend budget to rollover and rebudget funding appropriated for the Community <br />Redevelopment Agency in FY 2008 for the purpose of purchasing public art. <br />Account Number Account Description Amount <br />INCREASE: <br />113-0210-515.67-31 Public Art $10,000 <br />113-0000-389.90-00 Other Non -Operating Sources $10,000 <br />Discussion: Discussion ensued regarding the accomplishments of the artist, funding and the conceptual <br />design presented to the Community Redevelopment Agency. Staff clarified that Mr. Passalacqua will <br />develop a one -of -a -kind mosaic public art piece that will be designed for the deck ofthe water play area. The <br />project will be coordinated with Wesco Fountains, the supplier of the water play feature. The public art <br />piece will be approximately 13 feet in diameter and will be made out of mosaic with a design specifically <br />created for the City's park theme. The mosaic will be designed and constructed off-site and will be installed <br />after the deck has been constructed. Once installed, the tiles will be coated with a product that will make <br />them slip resistant. Although the artist has work throughout the world, this will be his first creation for <br />public display locallyand will be a highly visible landmark. A revised artwork commission agreement was <br />distributed to the City Commission containing minor technical modifications made by the City Attorney, <br />Commissioner Doerner voiced concerns regarding not being provided the conceptual drawings that were <br />provided to the CRA when they considered the matter. Staff distributed the subject conceptual drawings to <br />the City Commission. Commissioner Doerner and Commissioner Miller voiced concerns regarding the cost <br />of the public art piece and utilization of public funds for the piece in a tough economy. Commissioner <br />Doerner and Commissioner Miller stated they were not opposed to public art, but would prefer that the matter <br />be delayed until something more concrete and demonstrative of what the will provided for the expenditure <br />and the economic development tie-in could be provided. It was clarified that the City has final approval on <br />the design of the artwork, including colors and layout. Staff indicated consideration of the matter is time <br />sensitive due to the grant funding schedule. Commissioner Solomon, Vice Mayor Hufford and Mayor <br />Glancy stated they were supportive of the expenditure for the public art piece and felt the price was <br />reasonable for the size of the piece. <br />MOTION: Vice Mayor Hufford moved to approve Resolution 08- <br />1975 as amended and related Budget Amendment BA <br />#09-015. Motion was seconded by Commissioner <br />Solomon. Motion carried 3 - 2 (Commissioner Doerner <br />and Commissioner Miller dissenting) by voice vote. <br />
