CASSELBERRY CITY COMMISSION <br />Minutes of August 12, 2024 — Regular Meeting <br />Page 8 of 11 <br />Budget Impact: The estimated revenue from the Street Lighting Assessment has been budgeted in the <br />proposed FY 2024-2025 Street Light Fund Special Assessments/Service Charges account. <br />Recommendation: The City Manager and the Public Works & Utilities Director recommended approval <br />of Resolution 24-3451. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 24-3451. Mayor Henson opened the floor for public participation. No one <br />came forward to address Resolution 24-3451. Mayor Henson closed the public hearing relative to <br />Resolution 24-3451. <br />MOTION: Commissioner Busch moved to approve Resolution 24-3451, as presented. <br />Motion was seconded by Commissioner Divita. Motion carried unanimously <br />by voice vote 5-0. <br />Mayor Henson recognized Byron Durias, the new Principal at South Seminole Academy of Leadership, <br />Law and Advanced Studies, who was in the audience. Mr. Durias stated that he was excited to be at the <br />meeting and was looking forward to working with the community to make great things happen at the school <br />to ensure academic success for all of the students. <br />i`. OTHER ITEMS <br />No items were presented for consideration on this agenda. <br />13. CITIZENS' COMMENTS <br />Mayor Henson announced that persons wishing to make comment or make inquiry on any matter not on <br />the agenda, may request to be recognized during Citizens' Comments. Mayor Henson announced the rules <br />of decorum. The following individuals came forward: <br />1. Michael Rogers, 134 Park Avenue, expressed concerns about the negative impacts to residents <br />along Park Avenue lie felt had occurred due to the use of the Casselberry Golf Course by FEMA <br />as a debris collection location during hurricane season, and inquired whether there was an alternate <br />location that could be considered. <br />2. Celeste Balser, 411 Iris Road, expressed concerns about the proposed closing of Palm Drive and <br />the negative impact she felt it would have on residents in the area. <br />3. David Thompson, 861 Conklin Court (unincorporated Seminole County), expressed concerns that <br />he was a veteran and had been unable to receive needed help from the government. <br />4. Karen Hulbert, 410 Iris Road, also expressed concerns about the proposed closing of Palm Drive <br />and the safety issues she felt it would cause and requested that the Commission reconsider the <br />decision to close the road. <br />No one else came forward. <br />
