Public Hearing: Resolution 24-3451 — Street Lighting Final Assessment Resolution <br />The City Clerk read Resolution 24-3451 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, RELATING TO THE DELIVERY AND FUNDING OF STREET LIGHTING <br />SERVICES WITHIN THE CITY; APPROVING THE STREET LIGHTING ASSESSMENTS AND <br />STREET LIGHTING ASSESSMENT ROLL FOR FISCAL YEAR 2024-25; DETERMINING <br />THAT CERTAIN REAL PROPERTY IS SPECIALLY BENEFITED BY STREET LIGHTING <br />SERVICES; RATIFYING AND CONFIRMING THE PRELIMINARY RATE RESOLUTION; <br />PROVIDING THE METHOD OF COLLECTION; AND PROVIDING FOR CONFLICTS, <br />SEVERABILITY AND EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 24-3451 was advertised in <br />the Orlando Sentinel on Thursday, July 18, 2024. <br />Staff Presentation: City Engineer Jane Dai stated that the City has been implementing annual <br />streetlighting assessments since 2009 and Resolution 24-3451 is the Annual Rate Resolution for the <br />implementation of the Street Lighting Assessment for Fiscal Year 2024-2025. Based on the fee schedule <br />approved by the City Commission ol1 June 26, 2023, the rate is $44.04 per equivalent residential unit (ERU), <br />an increase from the $42.86 per ERU assessed for FY 2023-24. The City adopted a Preliminary Street <br />Lighting Rate Resolution on June 24, 2024 via Resolution 24-3423, and on July 10° 2024 ninety-five (95) <br />letters were mailed to new property owners informing them about the rate and this public hearing to adopt <br />the final rate resolution. <br />
