First Readinp, of Ordinance 24-1605 — Amending Chapter 46, Floods, of Part II <br />City Code of Ordinances <br />The Deputy City Clerk read Ordinance 24-1605 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 46, <br />FLOODS OF PART II, CODE OF ORDINANCES OF THE CITY OF CASSELBERRY TO <br />CONFORM TO COMMUNITY RATING SYSTEM REQUIREMENTS; BY AMENDING <br />SECTION 46-1, "DEFINITIONS" WITHIN ARTICLE I, "IN GENERAL"; AND BY AMENDING <br />SECTION 46-64, "MANUFACTURED HOMES" WITHIN ARTICLE III, "FLOOD HAZARD <br />REDUCTION STANDARDS"; PROVIDING FOR APPLICABILITY, CODIFICATION, <br />CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Staff Presentation: Public Works and Utilities Director Kelly Brock stated that approval of Ordinance 24- <br />1605 on first reading amending Chapter 46, Floods, of Part II, City Code of Ordinances, to update the City's <br />flood regulations to satisfy the Community Rating System (CRS) Class 8 Prerequisite is requested. He then <br />gave a brief overview of the ordinance. The City of Casselberry's current flood ordinance was last updated <br />in 2018 to better align with and be better administered and enforced in conjunction with the Florida Building <br />Code. In 2020, the National Flood Insurance Program (NFIP) Community Rating System (CRS) <br />established certain minimum prerequisites for communities to qualify for or maintain class ratings of Class <br />8 or better. The City of Casselberry joined the CRS program in 2019 and has been maintaining the Class 8 <br />status. Participation in and adherence to NFIP requirements allows the City's residents to purchase flood <br />insurance through NFIP. The amendments to City Code being requested via Ordinance 24-1605 will <br />eliminate certain obsolete definitions and provide specific elevation requirements for mobile homes and <br />will facility the City in maintaining Class 8 under the CRS program which helps lower flood insurance rates <br />for Casselberry residents. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works and Utilities Director recommended approval <br />of Ordinance 24-1605 on first reading. <br />Audience Participation: No one came forward to address Ordinance 24-1605. <br />MOTION: Commissioner Busch moved to approve Ordinance 24-1605 on first reading, <br />as presented. Motion was seconded by Vice Mayor Aramendia. Motion <br />carried unanimously by voice vote 5-0. <br />
